On-site staff monitors any PGM stockpiled for excessive heat, potential combustion, and other nuisances such as vectors, odors, dust, and litter. The site supervisor is notified if any of these issues need immediate attention or additional staffing_ A mobile grinder is brought to the site to chip and grind the stockpile within 21 days. The PGM is transported by on-site personnel and equipment and deposited near the active face. Four staff are currently required to apply PGM; one for the loader, two for the haul trucks, and one for the dozer. Spreading and compacting of the day's wastes prior to application of daily cover will be consistent with the procedures established in the facility's ITD. The PGM is loaded onto haul trucks, which then dump the material on or directly adjacent to the working face requiring daily cover. Thereg en material is placed over the waste and compacted to provide a cover with a minimum compacted thickness of six inches and an average compacted thickness no greater than 12 inches. Dozer(s) are used to evenly spread the PGM. The operator will take adequate steps to ensure that processed green material cover will not be exposed to the elements for more than 21 days. Odor and moisture infiltration are also addressed by utilizing 100 percent soil cover on days proceeding non-operational days. PGM is generally processed within 72 hours. Geosynthetic Blanket and Panel Products (Tarps):_ During daily landfill operations, the size of the working face will be maintained at a size five (5) to ten (10) feet smaller for each dimension as compared to the size of the ADC panel total area. When more than one panel is utilized, they will be overlapped a minimum of three feet and secured. After properly compacting the waste, the tarp is placed over the exposed refuse. The panel(s) is (are) placed on the exposed refuse face in the evening. Three staff are required to place the tarp(s).
