DRAFT FOR REVIEW
Mr. Robert McClellon, Supervising REHS
San Joaquin County
Environmental Health Department
304 East Weber Avenue, Third Floor
Stockton, California 95202
RE: Forward Landfill, Solid Waste Facility Permit(SWFP) Soil Definition
Dear Robert:
This documents outlines the criteria used to define soil delivered to Forward Landfill as
either contaminated soil (waste that counts against the SWFP tonnage cap), or "Soil
Material." (also referred to as "clean soil,") that does not count against the tonnage cap. It
is important to note that Forward Landfill personnel have been reporting contaminated
soil as "Class II Soil." You have advised us that this subject is now only an SWFP-
tonnage-cap issue that is not related to water quality concerns. Since the Class II
designation for soil, or any other waste proposed for disposal at Forward Landfill, is a
water quality issue, using a term, other than "Class II Soil," is probably appropriate. For
the remainder of this letter, the term "Contaminated Soil," will be used to identify soil
that counts against the SWFP tonnage cap and "Clean Soil,"to identify soil that does not
count against the tonnage cap.
Contaminated Soil may be diverted from disposal and used for such beneficial uses as
daily and intermediate cover, road and cell construction, drainage and grading
improvements, gas system construction or tipping pau WilbUMAIoii. If a particular luau,
or "batch" of Contaminated Soil is not a Class II waste (aka "Designated Waste"), as
determined by the Regional Water Quality Control Board (RWQCB), then it could be
used outside of the lined cell but would still be counted against the daily tonnage cap.
Forward Landfill personnel may use Clean Soil for any use including those listed for
Contaminated Soil, either inside or outside a lined cell.
Basically, there are three criteria that Forward Landfill personnel will use to determine if
soil is Clean Soil or Contaminated Soil. The following text discusses these criteria in
more detail. In addition, this letter also presents a brief description of the process to
evaluate soil and determine the appropriate category.
Soil Evaluation Process
