DRAFT FOR REVIEW <br /> Mr. Robert McClellon, Supervising REHS <br /> San Joaquin County <br /> Environmental Health Department <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, California 95202 <br /> RE: Forward Landfill, Solid Waste Facility Permit(SWFP) Soil Definition <br /> Dear Robert: <br /> This documents outlines the criteria used to define soil delivered to Forward Landfill as <br /> either contaminated soil (waste that counts against the SWFP tonnage cap), or "Soil <br /> Material." (also referred to as "clean soil,") that does not count against the tonnage cap. It <br /> is important to note that Forward Landfill personnel have been reporting contaminated <br /> soil as "Class II Soil." You have advised us that this subject is now only an SWFP- <br /> tonnage-cap issue that is not related to water quality concerns. Since the Class II <br /> designation for soil, or any other waste proposed for disposal at Forward Landfill, is a <br /> water quality issue, using a term, other than "Class II Soil," is probably appropriate. For <br /> the remainder of this letter, the term "Contaminated Soil," will be used to identify soil <br /> that counts against the SWFP tonnage cap and "Clean Soil,"to identify soil that does not <br /> count against the tonnage cap. <br /> Contaminated Soil may be diverted from disposal and used for such beneficial uses as <br /> daily and intermediate cover, road and cell construction, drainage and grading <br /> improvements, gas system construction or tipping pau WilbUMAIoii. If a particular luau, <br /> or "batch" of Contaminated Soil is not a Class II waste (aka "Designated Waste"), as <br /> determined by the Regional Water Quality Control Board (RWQCB), then it could be <br /> used outside of the lined cell but would still be counted against the daily tonnage cap. <br /> Forward Landfill personnel may use Clean Soil for any use including those listed for <br /> Contaminated Soil, either inside or outside a lined cell. <br /> Basically, there are three criteria that Forward Landfill personnel will use to determine if <br /> soil is Clean Soil or Contaminated Soil. The following text discusses these criteria in <br /> more detail. In addition, this letter also presents a brief description of the process to <br /> evaluate soil and determine the appropriate category. <br /> Soil Evaluation Process <br />
