• If the emergency is due to a flood that is from a 100-year/24-hour storm <br /> event or less, this is an indication that the drainage and flood protection <br /> design for the facility may be inadequate. A design review shall be <br /> performed and, if appropriate, all necessary modifications to drainage and <br /> flood protection facilities will be made. <br /> 5.7 EARTHQUAKE <br /> The following procedures will be performed following an earthquake incident: <br /> • Employees driving in the field during an earthquake should stop their vehicle <br /> and get out, if it can be done in a safe manner. <br /> • After the earthquake has subsided, site personnel shall report to the site <br /> entrance gate for a roll call. If medical care is required, the procedures in <br /> Section 5.10 shall be followed. An inspection of the site shall then be made <br /> and a report given to the SSO. <br /> • Cracks observed in the final cover after an earthquake should be inspected <br /> with a combustible gas analyzer. The location of venting and the gas <br /> concentrations will be determined and reported to the SSO. Excavation and <br /> refill of the smaller surface cracks can be completed immediately. More <br /> extensive corrective actions will be authorized by the Site Engineer in <br /> accordance with the CQA Plan included in Appendix C of Appendix A. <br /> • If a slope fails due to an earthquake, a design review shall be performed for <br /> conformance with design standards established at closure and, if appropriate, <br /> all necessary modifications to the landfill's slope design will be made. <br /> 5.8 SURFACE DRAINAGE PROBLEMS <br /> In the event of a surface drainage problem, the following procedures shall be <br /> followed: <br /> • The operator will investigate the problem and determine a necessary course <br /> of action. <br /> • If a surface inlet is blocked with debris, all necessary labor forces and <br /> equipment will be implemented under the direction of the operator to <br /> remove the blockage. <br /> • If a storm drain is damaged, a plan will be provided by the Site Engineer to <br /> repair the problem. <br /> • After the drainage problem is corrected, an assessment of possible damage <br /> or erosion will be conducted and all necessary repairs will be made to meet <br /> Forward Landfill FPCPCMP 5-4 <br /> J:\Allied\Forward\2005.0051 Partial Closure\Partial Closure Plan\FL-sec 5.doc:6/15/2005 <br />
