The enclosed Monitoring Report Compliance Checklist summarizes our <br /> comments on the report. The monitoring crew were unable to find and sample the two pan <br /> lysimeters. Forward must find (uncover if buried) and clearly mark the lysimeter locations so <br /> that they may be sampled for future monitoring events. The report is incomplete. <br /> Low levels of VOCs likely from landfill gas continue to be detected in Forward monitor wells <br /> MW-10, 14, and —21. Forward's ongoing efforts to control and remove landfill gas are <br /> appropriate. <br /> The groundwater remediation of the VOC contaminant plume associated with the old Austin <br /> Road Unit is ongoing. Last summer staff was notified that several water supply wells at the <br /> Northern California Youth Center (NCYC) have detected intermittent low-level concentrations <br /> of Tetrachloroethylene (PCE). The NCYC is downgradient of the Austin Road unit and the <br /> unit is a likely source of the PCE. In November 2006, staff requested an investigation to <br /> determine if the Austin Road unit is the source of the PCE by 28 February 2007. If the Austin <br /> Road Landfill proves to be the source of the PCE, a plan to mitigate groundwater pollution at <br /> the NCYC site will be necessary. <br /> If you have any questions please call me at (916) 464-4614. <br /> Ross D.
