The report is an evaluation of the highest anticipated groundwater elevation <br /> underlying Forward Landfill's proposed expansion area. The proposed expansion area is <br /> southwest of the existing landfill and based on groundwater monitoring data will have higher <br /> groundwater elevation. The report demonstrates that groundwater levels in the Forward area <br /> dropped forty to sixty feet between 1949 and 1974 and fluctuates within a range of thirty feet <br /> since 1974. The maximum high groundwater levels since 1974 occurred in the spring of 1984. <br /> If spring 1984 conditions were to reoccur, the maximum high groundwater elevation <br /> underlying the expansion area is anticipated to be —2 feet mean sea level (msl). <br /> Title 27 Section 20440 (c) states: 'All new landfills, waste piles, and surface impoundments <br /> shall be sited, designed, constructed, and operated to ensure that wastes will be a minimum of <br /> five feet (5 ft.) above the highest anticipated elevation of underlying groundwater." Staff <br /> concurs that—2 feet msl is the best estimate of the highest anticipated groundwater elevation <br /> for the proposed expansion area. Therefore, waste in the expansion area may not be <br /> discharged below the elevation of +3 feet msl and waste containment units within the <br /> expansion area should be designed accordingly.
