NOP Forwardkandfill June 5, 2008 <br />Environmental Justice i <br />Environmental Justice is not a part of statue or regulations involving CEQA or the <br />operation and evaluation of environmental documents relating to proposed <br />projects that fall under the purview of the Board. Board members have taken a <br />proactive stance towards 'envaronmental justice and expect that it be included and <br />considered in projects coming before them for concurrence. <br />Cumulative Impacts <br />It is important that the Draft nvironmental Impact Report address the <br />cumulative impacts resulting om the proposed project as well as those <br />incremental impacts resul,tingfirom the proposedprojects implementation. <br />Greenhouse Gas/Global!Wa ming/Climate Change <br />With the passage of AB 32 - lobal Warming Solutions Act of 2006 there is the <br />necessity of presenting analysis regarding potential impacts to the environment <br />via Global Warming and Greenhouse Gas. While there are no specific standards <br />or requirements; by failing to resent a discussion may leave the Lead <br />Agency/Proponent open to criticism from other agencies and the general public. <br />While Board staff can not offer any specifics regarding analysis; the California <br />Air Resources Board website h ://www.arb.ca. ov/homg a e.htm might be <br />accessed as well as a Googlin Greenhouse Gas/Global Warming/Climate <br />Change/AB 32. <br />Mitigation Reporting or! Mo itoring Program <br />The Mitigation Reporting',or onitoring Program should indicate that agencies <br />designated to enforce mitigati n measures in the Draft Environmental Impact <br />Report or Mitigated Negative eclaration have reviewed the Mitigation <br />Reporting or Monitoring Pro am and agreed that they have the authority and <br />means to accomplish the desi ated enforcement responsibilities. <br />Summary <br />The Board staff thanks the Led Agency for the opportunity to review this <br />Notice of Preparation.
