This Order is necessary because of the continued detection of <br />groundwater pollution near the former Austin Road Landfill (now Forward Landfill) and the <br />potential impacts to nearby wells. This Order requires the Discharger to complete the <br />following: <br />■ Identify all downgradient wells that have been impacted by the landfill's release; <br />• If necessary, provide no cost replacement water to any landowner with an impacted <br />well; <br />■ Upgrade the groundwater treatment system to prevent the migration of contaminants <br />from the landfill; <br />■ Define the vertical and lateral extent of impacted groundwater; <br />■ Enhance the.groundwater treatment system capabilities to remediate the newly defined <br />plume; <br />• Clean up the waste, and abate the effects of the waste in groundwater; <br />• Upgrade the groundwater monitoring system; and <br />• Submit quarterly reports regarding compliance with this Order. <br />If you have any questions, please contact Howard Hold at hhold@waterboards.ca.gov or <br />(916) 464-4679. <br />'('g�TEVE E.
