The Plan is dated May 28, 2009, and was <br />prepared by SCS Engineers. The Plan is submitted to provide for the existing landfill gas requirements as <br />specified in Title 27 of the California Code of Regulations, Sections 20920 through 20939 (27 CCR §§20920- <br />20939). <br />FL is located at 9999 South Austin Road, in Manteca. It is owned and operated by Republic Services, Inc. FL <br />is 567 acres of which approximately 355 acres are utilized for waste disposal. FL is a Class II and III landfill <br />and accepts municipal solid waste. <br />There are currently 25 gas monitoring wells located at the site to monitor for landfill gas. However, due <br />to spacing greater than the maximum 1,000 feet between the wells, the Plan proposes to install two <br />additional wells, GP -26 and GP -27, in between GP-1/GP-25 and GP-16/GP-17, respectively. The Plan <br />also proposes an alternate compliance boundary in the southwest comer of the landfill <br />The Plan indicates that the proposed wells will: (1) encircle the entire permitted footprint, (2) be located <br />within the facility permitted boundary, (3) be installed to the depth of waste, (4) contain the appropriate <br />number of probes, and (5) be spaced no further than every 1,000 feet. Staff finds that the proposed Plan <br />meets the prescriptive standards for landfill gas monitoring systems. <br />Closure and Technical Support staff reviewed the Plan and recommends concurrence with LEA approval. <br />Should you have any questions regarding this memorandum, please contact Gino Yekta at 341-6354. <br />
