r <br /> Ms. Christina Carbajal <br /> April 24,2006 <br /> Page 5 <br /> SCS understands the BFS operated as programmed throughout the reporting period with.the <br /> exception of the foll.owi n.g scheduled and unscheduled.shutdowns: <br /> • On March 22, 235 29 and 30, SCS was notified by the Automatic Dialer System (ADS) <br /> of a BFS shutdown. Upon arrival, SCS observed the shutdowns were attributed to a <br /> high exhaust gas temperature. On each occasion,the BFS was restarted, flow and <br /> temperature controller adjusted and normal operation verified. <br /> • On March 26, 2006, SCS was notified by the ADS of a BFS power failure shutdown. <br /> Upon arrival the .fol.lovvAng day, SCS reset necessary controls,restarted the BFS and <br /> verified proper operation. <br /> On March 8,20061 SCS performed monthly BFS Condensate Storage Tank Carbon Vent VOC <br /> breakthrough testing. Photo Ionization.Detector(PID) results indicated that no VOC.'s were. <br /> detected at the in..let and outlet of the carbon.vent. <br /> Also,on March 29, 2006, SCS performed Hydrogen Sulfide (H2S)monitoring of the BFS as <br /> required by the SJVAPCD. Results of this testing indicated that 3 parts per million(ppm) T4ZS was <br /> detected. The next required quarterly testing is to be performed by the month of June 2006. <br /> In addition, as previously reported, SCS observed several areas of paint on the upper portion of the <br /> flare stack., wh.ich,bane begun,to discolor and/or flake off the exterior surface. SCS will continue <br /> to inspect these areas and make further recornmenda.tions as necessary. <br /> Finally, duriztg the reporting period, the flare exit gas temperature was observed to remain above <br /> the SJVAPCD 1400 degree Fahrenheit prescribed operating criteria. The lowest flare exit gas <br /> temperature observed by SCS during our site visits was approximately 1593 degrees Fahrenheit. <br /> All other operating parameters remained within acceptable operating limits. <br /> Site Surface Observation <br /> Visual observation of the landfill surface along the extent of the extraction system is also <br /> performed on a monthly basis. Observations for erosion, surface cracks (that might allow LFG to <br /> escape or promote air intrusion)and settlement around wells, laterals and main pipelines are <br /> conducted. <br /> During this reporting period, no settlement that might adversely impact(e.g.. allow condensate <br /> accumulation such that a complete blockage could occur)the LFG collection system operation was <br /> observed,with the exception of the previously mentioned area of flooding on the Austin section <br /> side of the landfill. <br />
