FIRST QUARTER 2006 GROUNDWATER TREATMENT FACILITY MONITORING REPORT <br />FORWARD LANDFILL WDR ORDER NO. R5-2003-0080 <br />If the radio controls are successful, replacement of buried wiring will likely be limited to <br />installation of new power supply conductors for EW -1. In this case, a trench will be <br />excavated outside the toe of the former Austin Road Landfill and new wiring and conduit <br />will be installed. The trench will then be backfilled. The existing buried wiring and conduit <br />for EW -1 and EW -2 will be abandoned in place. <br />3.0 Influent and Effluent Monitoring <br />Under WDR Order No. R5-2003-0080, effluent samples are analyzed as follows: <br />• Monthly for pH, specific conductivity, and VOCs <br />• Quarterly for total dissolved solids <br />• Annually for dissolved inorganics <br />All parameters other than dissolved inorganics were analyzed during first quarter 2006. <br />Figure 1 shows the effluent monitoring location. Table 2 presents the results of the effluent <br />monitoring performed during first quarter 2006. Appendix A contains the effluent <br />monitoring field sampling logs and laboratory results for first quarter 2006. <br />The current WDRs stipulate that the concentration limit for VOCs in the effluent is non - <br />detect (ND). Chloromethane was detected in the effluent sample collected on January 12, <br />2006, at a concentration slightly above the detection limit. Chloromethane was not detected <br />in the GTF influent samples collected in 2004, 2005, or first quarter 2006. The source of <br />chloromethane in the January effluent sample is unknown. However, the VOC internal <br />and surrogate standards, which are added to a sample prior to analysis, are prepared in <br />RDD1061100003 (NLH3129.DOC) <br />The GTF was restarted on March 17, 2006, and EW -1 was operated from 1:41 p.m. to <br />2:02 p.m. to check plant operation. The GTF operated normally during this period. The GTF <br />was shut off at 2:02 p.m. The release of extracted groundwater to the infiltration pond, and <br />subsequent corrective actions, are documented in the Forward Landfill Groundwater Treatment <br />Facility March 2006 Release Report (Forward Incorporated, 2006), submitted to the CVRWQCB <br />in April 2006. <br />Between March 20 and 24, 2006, approximately 90 percent of the GTF effluent pipeline was <br />replaced. The new pipe was surveyed on March 24, 2006, to confirm an adequate slope for <br />drainage from the air stripper to the infiltration pond. <br />On March 30, 2006, the GTF was restarted with EW -1 on and EW -2 off. Following the <br />restart, an elevated air pressure was measured at the air stripper blower. The air pressure <br />was greater than is normally observed after an acid washing. The GTF was shut down on <br />March 30. The air stripper manufacturer has been consulted and the air stripper will be <br />inspected during second quarter 2006 to determine the source of excess pressure. The GTF <br />will remain off until the inspection is completed. A solution to eliminate the excess pressure <br />will be developed and implemented so that the GTF can be returned to normal operation. <br />Forward Landfill is planning to replace the buried electrical wiring and conduit for EW -1 <br />and EW -2 during 2006.
