No employee is permitted to operate
potentially dangerous equipment or engage in potentially dangerous activities
without appropriate training.
Forward implements an emergency response training. All site employees are
trained in (1) emergency notification (onsite employees and offsite emergency
response [i.e., 9111 and (2) location and content of the landfill's emergency
response plan. Landfill employees receive a copy of the landfill's emergency
response plan when they are hired.
Spill prevention, reporting, and cleanup are integrated into the landfill's monthly
and weekly safety/training meetings. Landfill employees are made aware of the
most common source of surface spills, and how to help prevent those
occurrences. The importance of reporting significant hazardous or
nonhazardous liquid spills is covered. Storm water awareness and the
importance of keeping storm water clean is integrated into regular staff
meetings.
The load checking program is explained in detail to all site personnel who are
involved with the inspection of waste, including the scalehouse attendant, load
inspectors, transfer station workers, and equipment operators. These employees
also attend a 24-hour hazardous waste operations course and an annual 8-hr
refresher course. The course emphasizes familiarity with containers and labels
typically used for hazardous waste and other materials. All new employees are
enrolled in the course at the earliest available class after they are hired. Specific
emergency response and evacuation procedures for all Forward employees and
members of the emergency response team are covered in the training sessions
conducted at the site throughout the year.
6.2.2 MANAGEMENT STRUCTURE
The following persons are responsible or available for onsite solid waste
management and disposal operations at the Forward Landfill:
Forward Landfill)TD 6-3
):\Allied\ForwardUTD Amendment\March 2006 JTD-LEA Resp\ITD\ITD Sec 6 Rev.doc:
5/22/02;Rev.1:7/2002:Rev.2:4/2003;Rev 3:6/2003;Amendment No.1:5/22/2006
