(1) Analytical results from a state-certified laboratory for: <br /> Title 26 metals, total and soluble <br /> Electrical Conductivity <br /> Total Dissolved Solids <br /> EPA Method 8240 <br /> EPA Method 8270 <br /> 96-Hour Fish Bioassay (LC50) <br /> (2) Laboratory Chain-of-Custody forms. <br /> (3) A fully completed waste characterization form, signed by the generator. <br /> Sludges that pass the acceptance criteria may be disposed directly in the landfill or, <br /> if necessary, dried before disposal. If disposed directly into the landfill, the sludge <br /> is mixed with refuse at a minimum solids-to-liquid ratio of 5:1 by weight. The <br /> mixed sludge will not exceed the ultimate moisture holding capacity of the refuse. <br /> Although sludges that are not dewatered have not been accepted at Forward for <br /> several years, sludges that are not dewatered are permitted to be dried in <br /> WMU H by spreading them on a 1-foot thick, compacted clay pad that is <br /> bermed to prevent runoff. Within 48 hours, the sludge is disced into the.clay <br /> pad to allow drying of the sludge. Once dried, the sludge and any soil it has <br /> contacted are moved to appropriate WMUs for disposal. The clay pad is rebuilt <br /> to its original thickness after each drying cycle. <br /> Forward may decide to use sludge as an alternative daily cover (ADC) as <br /> allowed by 27 CCR, Section 20690(b)(4). The LEA will be notified prior to the <br /> use of sludge as an ADC. <br /> Current sludge operations consist only of direct disposal in the landfill or drying <br /> and disposing of sludge in permitted units. To allow recovery and secondary use <br /> of sludge as alternative cover or other soil amendments, the sludge must be <br /> processed and treated using various available methods to meet the applicable <br /> regulatory standards. <br /> Future sludge treatment may include processes that will be mandated by the final <br /> application. Methods using centrifuges are a possibility. Other processing <br /> treatments will be evaluated as they are developed.
