The
combined landfills will be referred to as the Forward Landfill hereafter. The Forward Landfill is
• regulated by two monitoring programs including the RWQCB WDR Order No. R5-2003-0049;
and the Department of Toxic Substances Control(DTSC)Post Closure Permit No. CAD
990794133. A separate annual report is submitted to the DTSC in March each year addressing
the Post Closure Permit Requirements and focuses on Waste Management Unit(WMU)A.
However, all analytical data are provided in each report and the requirements of each program
are being satisfied.
This report presents quarterly sampling results for the reporting period dating from January 1 to
March 31, 2006 (first quarter 2006). At the Forward Unit, environmental monitoring for the first
quarter 2006 yielded results similar to previous quarters. During this monitoring period, 13 new
historical intrawell maximum values were measured in samples collected from groundwater
monitoring wells. One or more low-level volatile organic compounds (VOCs)were measured in
we `MW-10, MW-44,MW-19, and MW-23R, and concentration limits (CLs) were exceeded
for one or more monitoring arameters in samples from ht wells. In accordance with the
bAevised Post Closure Maintenance Plan, wells with exceedances of CLs will be resampled in
#Vlay 2005 (during the second quarter 2006 sampling event), and a second independent sample
twill be collected in June 2006. The results of the two retests will be submitted to DTSC and
RWQCB under separate cover. Historically, similar exceedances of inorganic constituent CLs
fhave been measured and verified in samples collected from detection monitoring program
j(DMP) wells at the Forward Unit, followed by no release demonstrations (NRD), which have
Wconcluded that the inorganic CL exceedances are likely the result of naturally occurring
,conditions and therefore not indicative of a release from the Forward Landfill. While low-level
00VOCs have been attributed to landfill gas migration.
250 W. First Street, Suite 228, Claremont, California 91711 Phone: (909) 626-2282 FAX: (909) 626-1233
