' Mr. Robert McClellon <br /> December 8, 2008 <br /> Page 3 <br /> ' REVISED TITLE 27 PERIMETER PROBE MONITORING NETWORK <br /> COMPLIANCE REVIEW AND WORK PLAN FOR WELL INSTALLATION <br /> This letter addresses any deficiencies in Forward's existing perimeter landfill gas migration <br /> monitoring system as they pertain to the revised Title 27,Article 6 regulations. <br /> As you are aware, in August 2007, the California Integrated Waste Management Board <br /> (CIWMB)made a series of modifications to the gas monitoring and control regulations for open <br /> ' and closed landfills, California Code of regulations (CCR) Sections 20917 through 20939 <br /> (Article 6). The compliance review conducted at Forward entailed an evaluation of the <br /> construction details of the current perimeter migration monitoring probe network(i.e. location, <br /> spacing,total depth,etc.) in comparison to the revised(August 2007) State of California <br /> regulations regarding the construction and placement of perimeter probes at landfill sites. <br /> FORWARD NETWORK SUMMARY <br /> The permitted limit of waste for the Forward Landfill encompasses approximately 355 acres. <br /> The current perimeter migration monitoring well network plan for the Site consists of a network <br /> of 25 multi-depth wells, located around the permitted limit of waste. Figures 1 and 2 show the <br /> location of the perimeter monitoring probes. <br /> ' CURRENT NETOWRK COMPLIANCE EVALUATION <br /> ' SCS compared the current perimeter probe migration monitoring network to the requirements <br /> stipulated in the revised CCR Title 27 Article 6 regulations. A summary of the findings are <br /> ' presented in a section-by-section basis below. <br /> Section 20921 —CIWMB Gas Monitoring and Control <br /> ' This section of the regulation was modified to include the requirement for a gas monitoring and <br /> control program to be submitted by the disposal site operator to the LEA and CIWMB for review <br /> and approval. <br /> ' Section 20921 was also modified to provide a compliance schedule for different configurations <br /> of landfills(active,closed, etc.). Section 20921 requires compliance with the new regulations by <br /> one year from the effective date making the compliance date September 21, 2008.
