' Mr. Robert McClellan <br /> December 8, 2008 <br /> Page 5 <br /> Monitoring Well Construction—20925(d)(3) <br /> ' To isolate monitored zones within the wellbore and prevent the contamination of perched <br /> groundwater and permanent groundwater, a minimum of five feet of bentonite is required at the <br /> surface and between the monitored zones to provide a seal. <br /> Each well at Forward is constructed in accordance with Section 20925 (d)(3). A table with <br /> ' construction data for all existing probes is provided as an attachment. <br /> ' Section 20937—Reporting and Control of Excessive Gas Concentrations <br /> This section was modified to pertain specifically to reporting and control of gas readings in <br /> ' excess of compliance requirements,according to the following schedule: <br /> 1. Immediate action and notification to the LEA by telephone or electronic means. <br /> 2. Within 7 days <br /> a. Verify validity of results <br /> b. Place a description of the event in the operating record and notify LEA in writing. <br /> ' 3. Within 60 days submit a remediation plan <br /> Forward is aware of this modification and is already conforming to the revised regulatory <br /> requirements for reporting. <br /> ' SUMMARY OF COMPLIANCE STATUS <br /> ' As discussed previously in this letter and as shown on Figure 1 and Table 1, the Forward Landfill <br /> Perimeter Probe Monitoring System is in compliance with the revised Title 27 requirements, <br /> with the exception of the spacing of the four probe intervals indicated on Table 1 as `Marginal'. <br /> The length of these four intervals was determined to range from 1,000 feet to 1,010 feet. <br /> Because of the small exceedences of the spacing limit and the agricultural land use on adjacent <br /> properties near three of the four intervals, along the eastern and western landfill boundaries(GP- <br /> 3 to GP-4,GP-16 to GP-17, and GP-23 to GP-24), Forward is requesting that an exemption for <br /> the probes at these three intervals as specified in Section 20925(b)(2)and 20923(a)(2)(E) <br /> (adjacent land use and inhabitable structures within 1000 feet of the disposal site permitted <br /> property). Figure 3 is aerial photograph of the landfill and surrounding properties and indicates <br /> agricultural land use within 1,000 feet of the surrounding properties,with the exception of the <br /> ' youth correctional facility to the north of the landfill site and the currently unoccupied residential <br />
