0 <br />2.1.6 Surface Water Monitoring <br />Site run-on and run-off control facilities are designed to effectively channel surface water <br />to site stormwater/sedimentation ponds. According to the Operations Manager, no <br />surface water was discharged from the facility during the reporting quarter. During the <br />second quarter 2008 monitoring period, surface -water monitoring stations FSW-1 and <br />FSW-2 were sampled on May 5, 2008. Table 2-8 summarizes the current analytical <br />results for surface water samples collected at the Forward Unit. No VOCs were detected <br />in the samples collected from the surface water stations during the second quarter 2008 <br />monitoring period. A comparison of upgradient (FSW-2) to downgradient (FSW-1) <br />surface water samples indicates generally similar inorganic constituent concentrations <br />suggesting that the landfill operations are not impacting surface water quality. <br />2.1.7 Leachate Monitoring <br />Leachate sumps are inspected for the presence of leachate and observations are recorded <br />at least weekly by Forward Landfill personnel. If leachate is detected in a sump, it is <br />pumped into the surface impoundment (WMU F) for evaporation. During the second <br />quarter 2008, leachate was observed at holding areas WMU D-89, WMU D-93/94, <br />WMU D-01, WMU D-02, WMU FU -03, WMU FU -04, WMW FU -05, and <br />WMU FU -06. The other holding areas were reported to be dry by Forward Landfill <br />personnel. Freeboard at WMU-F ranged from approximately 6.33 feet to 11.08 feet <br />during the second quarter 2008 monitoring period. Appendix A presents copies of the <br />leachate logs and the freeboard observation logs. <br />Leachate samples were collected on a monthly basis and analyzed in the field for pH and <br />specific conductance. In addition to monthly monitoring, a retest sample was also <br />collected to verify if benzoic acid is a potential new COC. Results of monthly field <br />monitoring measurements and analytical results for the retest are presented in Table 2-8. <br />As shown in Table 2-8, benzoic acid was confirmed as a new COC and will be added to <br />the site specific COC list for the Forward Landfill. <br />2.1.8 Constituents of Concern <br />In addition to the routine quarterly monitoring parameters, samples were also analyzed <br />for the full suite of COCs stipulated in RWQCB Order No. R5-2003-0049 and performed <br />every five years. Table 2-1 summarizes the COCs included for the Forward Unit and <br />Tables 2-2 and 2-7 summarize the results. Excluding the metals which may be naturally <br />occurring, the following COCs were detected in samples collected from the Forward <br />Landfill Unit: 2,4,5-T (a chlorinated herbicide) was detected above the PQL in the <br />sample collected from well MW -2A; trace level concentrations of bis(2- <br />ethylhexyl)phthalate, a common field/lab contaminant, were measured in the samples <br />collected from wells MW -IA, MW -16, MW -17, MW -21, and MW -24; sulfide was <br />detected above the PQL in the sample collected from well MW -24; cyanide was detected <br />at a trace value in the sample from upgradient surface water station FSW-2; and cyanide <br />D:\2008_0010XFA_2Q08.doc <br />7 Geologic Associates <br />
