throughout the development of the landfill. Currently, it is anticipated that the Stage
IB area will be closed in the near-term based on refuse inflow rates. Subsequent
staged closure dates are subject to future refuse inflow rates. Subsequent Partial
Final Closure Plans will be submitted two years prior to reaching final fill elevations
for each stage based on the refuse inflow rates for the preceding closure stage. In
addition, Construction Quality Assurance (CQA), including closure certification, will
be completed for each closure stage to verify proper final closure construction.
Stage I
Stage I is a 90.2-acre area as shown on Figure 1. This area includes the final fill
slopes on the northern and southern portions of the landfill from the edge of the
base liner system up to an elevation of 150 feet above mean sea level (AMSL). The
Stage I area was/will be closed in two parts (Stage IA and IB). Stage IA was closed
in 2006 in response to actions requested by the Regional Water Quality Control
Board, Central Valley Region. A partial final closure plan reflecting the closure of
the Stage IA area was submitted and approved by the regulatory agencies in 2005.
The Stage IA area consisted of 30.2 acres, therefore, the remaining 60.0 acres will
be closed as part of the Stage IB closure. The closure volume estimates are based
on waste fill up to an elevation 150 feet AMSL down to the master plan base
grades. As part of this project, the area will be cleared and grubbed, as necessary,
and the closure improvements constructed (e.g., final cover, permanent drainage,
landfill gas system modification, etc.). It is anticipated that Stage IB area will be
closed in the near-term depending on actual refuse inflow rates experienced over
time, site conditions, and capital expenditure timing.
Calculations and assumptions in support of the Stage I Closure Area site life
estimate are included as Attachment 1.
Stage II
Stage II is a 5.6-acre area as shown on Figure 2. This area includes the final fill
slopes along the southern slopes of the northern portion of the landfill up to an
elevation of 150 feet AMSL. The closure volume estimates are based on waste fill
up to an elevation of 150 feet AMSL down to master plan base grades. As part of
this project, the area will be cleared and grubbed, as necessary, and the closure
improvements constructed (e.g., final cover, permanent drainage, landfill gas
system modification, etc.
Stage III
Stage III is a 5.9-acre area as shown on Figure 3. This area includes the final fill
slopes adjacent to Stage II along the southern slopes of the northern portion of the
landfill to an elevation of 150 feet AMSL. The closure volume estimates are based
on waste fill up to an elevation of 150 feet AMSL down to the master plan base
grades. As part of this project, the area will be cleared and grubbed, as necessary,
3
Forward Landfill-PCPCMP Amendment
(Z:\PROJECTS\Al lied Waste\JN81013 5 yr Review Plan\PCPCMP Amend 3 July 08\Clos Amend 3 Final.doc;
Amendment No.3:7/1/2008)
