2.0 PRELIMINARY POST-CLOSURE MAINTENANCE PLAN AMENDMENT <br /> The 2002 Preliminary Plan prepared by BAS, Lewis Engineering, and GLA was updated <br /> with Amendment No. 4 of the PCPCMP. A copy of the updated post-closure <br /> maintenance cost estimate is included as Table 4 and matches the estimate <br /> presented in Amendment No. 4 of the 2002 PCPCMP. <br /> The FL will be closed in nine stages over the life of the landfill. Upon completion of <br /> closure construction activities and certification, partial closure post-closure monitoring <br /> and maintenance will begin. Post-closure monitoring and maintenance procedures <br /> are outlined in the 2002 PCPCMP. The following discussion presents items of special <br /> note which will be carried out during the post-closure maintenance period in support of <br /> each staged closure area where appropriate: <br /> Landfill Gas Control and Monitoring <br /> The landfill gas control system will be expanded as the FL is developed. Therefore, the <br /> gas control system will be placed prior to completion of each staged closure area. The <br /> system will be modified as discussed in this Amendment (Amendment No. 3) and the <br /> 2002 PCPCMP to accommodate placement of the final cover during Stage VII. <br /> Permanent gas migration monitoring probes have already been installed around the <br /> perimeter of the refuse footprint in accordance with 27 CCR. Additional probes may <br /> be added as necessary. <br /> Surface, subsurface and system monitoring and control system adjustments/ <br /> modifications will be conducted during post-closure maintenance to provide <br /> compliance with applicable regulations. <br /> Settlement Monitoring <br /> Two permanent survey monuments will be installed during closure of Stage I. An aerial <br /> survey will be conducted upon completion of each closure stage and once thereafter <br /> every five years during the post closure maintenance period to track settlement. If <br /> additional fill contour information is needed, it should be noted that aerial flyovers will <br /> be conducted annually throughout active refuse disposal operations. <br /> Stormwater Management <br /> As part of routine site maintenance, all stormwater control system features will be <br /> inspected and repaired as necessary. Special attention will be given to those interim <br /> and/or permanent stormwater control system features which divert, gather and/or <br /> control run-on to the staged closure areas.
