Facility Boundaries <br /> The RRF/Compost Facility are situated in the southernmost portion of the <br /> Forward Landfill. The South Fork traverses the site in a southwesterly direction and <br /> the RRF/Compost Facility are south of the South Fork. The site is bounded by Austin <br /> Road to the east, agricultural land to the south, west, and north. <br /> Figure 3 delineates the property line for the site and is intended for planning purposes <br /> only. The 567-acre property is located in Section 3 of Township 1S, Range 7E, <br /> Mount Diablo Baseline and Meridian (MDB&M) and Section 34 of Township 1N, <br /> Range 7E MDB&M. <br /> The Assessor's Parcel Numbers (APN) for the entire property are 181-150-07, <br /> 181-150-08, 181-150-09, 181-150-10, 201-060-01, 201-060-02, 201-060-03, <br /> and 201-060-05. <br /> The Forward Landfill and RRF/Compost Facility are owned and operated by Forward, <br /> Inc., which is wholly-owned by Republic Services, Inc. (formerly Allied Waste Industries). <br /> There are no leased parcels at the site. Figure 3 identifies the parcel owned by <br /> Forward and land uses within one mile of the site boundary. <br /> 2.1.2 Design Details <br /> Include a schematic drawing of design details of the composting facility systems and <br /> processes. Include dimensions and composition of components. Describe processes to be <br /> used in including estimated quantities of feedstocks, additives, and amendments (14 <br /> CCR, Section 18227(x)). The design details should allow the facility to operate in <br /> conformance with Chapter 3.1 of the California Code of Regulations. <br /> Design detail drawings are attached as Figures 4 through 9. Calculations supporting <br /> these design details are included in Appendix A. A number of composting processes <br /> may be utilized at the Forward Compost Facility. The specific composting process to be <br /> used will depend on the specific feedstocks to be processed and the experience <br /> gained in developing compost mixtures. The intent is to use the least complex and <br /> costly process that is found suitable for the feedstocks to be composted. The decision <br /> to construct a specific process will be based on economics. <br /> Design Parameters. The composting processes described later in this section all will <br /> be developed assuming that composting mixtures are developed for optimum composting <br /> and minimum odor generation. The parameters to be used are as follows: <br /> • Moisture content- approximately 50 to 60 percent <br /> • C:N ratio - greater than approximately 25:1 <br /> • Density- less than approximately 1,000 pounds per cubic yard <br /> • Porosity structure - as necessary to maintain aerobic conditions <br /> 40 <br /> Forward Composting Facility RCSI <br /> 7/20/09;Page 10 SWT Engineering <br />
