Storage Areas. Extra equipment is stored in the equipment maintenance area and <br /> storage yard at the landfill. Extra parts are stored in a trailer on the southwestern side <br /> of the RRF building. <br /> Parking Areas. Visitor and employee parking are on the east side of the RRF building <br /> as shown on Figure 7. <br /> Access. Access to the site is from Austin Road, a rural two-lane, paved road and is shown <br /> in Figure 2. The access road to the RRF/Compost Facility is located about 1,600 feet <br /> south of the landfill entrance road; south of the South Fork. There are no turning lanes <br /> for traffic on Austin Road or stacking lanes within the site. <br /> Unauthorized access to the RRF/Compost Facility is restricted by perimeter fencing and <br /> lockable gates in accordance with 14 CCR, Section 17867(a)(5). Signs prohibiting <br /> unauthorized access have been posted on the fence along the levee adjacent to the South <br /> Fork and along Austin Road at approximately 300-foot intervals. The locations of the <br /> access roads and perimeter fencing are shown in Figures 1 and 2. <br /> All truck traffic backs up to either the tipping area or wood pile (depending on the load) <br /> and drives out after dumping. The traffic flow into and out of the RRF/Compost <br /> Facility for both incoming wastes and outgoing wastes and materials are shown in <br /> Figure 7. <br /> 2.1.9 Development Stages <br /> Include a schematic drawing detailing the sequence of development stages of the <br /> composting operations. <br /> A processing area at the Compost Facility will be developed, as needed, to manage <br /> compostable materials being delivered to the site. Developing the Compost Facility in this <br /> manner will allow Forward initially to construct and operate the facility with a low <br /> throughput. This development plan will allow Forward to expand, as necessary, to meet <br /> the demands of the Compost Facility users and the market conditions for finished compost <br /> products. <br /> 2.1.10 Amendments and Additives <br /> Indicate the amount of amendments or additives by volume. <br /> Amendments and/or additives will be used in the compost process at this facility as <br /> needed. Possible amendments/additives that may be used include, but are not limited <br /> to: gypsum, lime, ash, rock phosphate, soil, logyard fines, sawdust, shavings, and <br /> commercial fertilizers. These non-feedstock materials are received and stockpiled to <br /> blend with compost or other compost feedstocks. Storage of these materials will occur at <br /> the compost pad. <br /> 2.1.11 Physical Site Conditions Report <br /> Provide a report that describes the following: (1) the classification of natural soils,(2) depth <br /> to groundwater, (3) estimated maximum expected precipitation from storm conditions of a <br /> 25 year, 24-hour rainstorm event, and (4) the projected volume and matter of runoff <br /> associated with a 25 year, 24-hour rainstorm event. <br /> Forward Composting Facility RCSI <br /> 7/20/09;Page 18 SWT Engineering <br />
