No unusual conditions were identified during <br /> the third quarter 2009 monitoring period, (see signed "Certification Statement"located <br /> inside cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on July 17,August 27, <br /> and September 29, 2009. No violations were noted during the third quarter 2009 <br /> monitoring period. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 299,411 tons of solid waste during the third quarter 2009 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—289,949 tons <br /> Asbestos—3,967 tons <br /> Sewage and wastewater treatment sludge—5,495 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the third quarter 2009 inspection by the CEHD, no perimeter soil-pore gas probes <br /> exceeded the regulatory limit of 5 percent. In accordance with California Code of <br /> Regulations Title 27, Section 20937, Forward continues to install additional landfill gas <br /> extraction wells (as needed), and makes regular adjustments to the landfill gas extraction <br /> system to optimize efficiency of the landfill gas extraction system. In accordance with <br /> CCR Title 27, Section 20937(x)(1), methane monitors are installed in all buildings at the <br /> site to protect public health and safety and the environment. During the third quarter <br /> 2009, no methane was detected in any of the facilities buildings. A copy of the landfill <br /> gas monitoring probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the third quarter 2009, depth-to-water measurements were recorded in the <br /> groundwater monitoring wells on August 10, 2009, and all of the groundwater monitoring <br /> wells were sampled by ATC Associates (ATC)between August 10 and 13, 2009. <br /> Surface water stations were inspected and sampled on August 10, 2009. All lysimeters <br /> were inspected and a vacuum was set on August 13, 2009. The lysimeters were checked <br /> for soil-pore liquid on September 10, 2009, and sufficient soil-pore liquid was present to <br /> collect samples from lysimeters W-2 and LY-BG1.
