3.1.7 Surface Water Monitoring <br /> Surface-water sampling was conducted at surface-water monitoring station ASW-1 on <br /> August 10, 2009, while surface water station ASW-2 was dry during the sampling event. <br /> Table 3-4 summarizes the current analytical results for surface water samples collected at <br /> the Austin Unit. As shown on Table 3-4, no VOCs were detected at surface water station <br /> ASW-1 during the third quarter 2009 monitoring period. <br /> 3.1.8 Leachate Monitoring <br /> According to the Operations Manager, no leachate was taken off site during the third <br /> quarter 2009. The leachate collection system, which collects leachate from the north face <br /> of the landfill, has been operational since November 1996. WQPS (concentration limits) <br /> are not required for leachate because it is collected and removed for disposal,rather than <br /> discharged. According to the Operations Manager, the LCRS operated effectively during <br /> the third quarter 2009. <br /> Leachate samples were collected from the pond on a monthly basis and analyzed in the <br /> field for pH and specific conductance. The results of monthly field monitoring <br /> measurements are presented in Table 3-6. <br /> 3.1.9 Groundwater Treatment Facility Operations <br /> The Groundwater Treatment Facility(GTF) at the Austin Unit has been operational since <br /> 1994 to mitigate impacts from landfill releases. Currently, contaminated groundwater is <br /> extracted from three wells (EW-1, EW-2, EW-3, and EW-4), treated, and discharged to <br /> an infiltration pond. During the monitoring period, the GTF treated 17,100,320 gallons <br /> of groundwater at an average flow rate of 139 gallons per minute, or 199,803 gallons per <br /> day. During the monitoring period, it is calculated that the GTF removed approximately <br /> 2.59 pounds of VOCs. Due to poor recharge and backpressure from the GTF, Forward <br /> Landfill Inc. completed construction of extraction well EW-313, in August 2009. <br /> Extraction well EW-3 was taken offline and connected to a 1,500 gallon poly tank. <br /> Groundwater from the poly tank is transferred manually to the GTF, as needed. <br /> Extraction well EW-313 is anticipated to be brought online during the fourth quarter 2009. <br /> 3.2 SUMMARY <br /> Groundwater quality conditions beneath the Austin Unit during the third quarter 2009 <br /> monitoring period were generally similar to historical results. CLs were exceeded in <br /> DMP wells AMW-6, AMW-7, AMW-13, and AMW-14, and with the exception of the <br /> barium concentration measured in well AMW-14, none of the CL exceedances exhibited <br /> statistically significant increasing trends. Of note, the barium concentration measured in <br /> well AMW-14 (0.24 mg/L)is similar to the historical results measured in this well and is <br /> well below the California primary drinking water standard (1 mg/L).
