FORWARD
LANDFILL 9999 S.Austin Road
Manteca,CA 95336
(209)982-4298,Fax(209)982-1009
January 28, 2010
JN: 2009-0017
Mr. Ross Atkinson
Central Valley Regional Water Quality Control Board
11020 Sun Center Drive, Suite 200
Rancho Cordova, CA 95670-6114
SUBJECT: FOURTH QUARTER 2009 AND ANNUAL
WATER QUALITY MONITORING REPORT
FORWARD LANDFILL
SAN JOAQUIN COUNTY, CALIFORNIA
On behalf of Forward Incorporated (Forward), GeoLogic Associates (GLA)is pleased to submit
the subject water quality monitoring report for the Forward Landfill in compliance with reporting
requirements of the Regional Water Quality Control Board - Central Valley Region(RWQCB)
Waste Discharge Requirements(WDRs) Order Number R5-2003-0049, which combined
operations at the former Austin Road and Forward Landfills under a single permit. The
combined landfills will be referred to as the Forward Landfill hereafter. The Forward Landfill is
regulated by two monitoring programs including the RWQCB WDR Order No. R5-2003-0049;
and the Department of Toxic Substances Control(DTSC) Post Closure Permit No. CAD
990794133. A separate annual report is submitted to the DTSC in March each year addressing
the Post Closure Permit Requirements and focuses on Waste Management Unit(WMU) A.
However, all analytical data are provided in each report and the requirements of each program
are being satisfied. This report presents quarterly sampling results for the reporting period dating
from October 1 to December 31, 2009 (fourth quarter 2009), and also summarizes the monitoring
results obtained for the 2009 monitoring year.
For the Forward Unit, environmental monitoring for the fourth quarter 2009 yielded results
similar to previous quarters. Two new historical intrawell maximum values were measured in
samples collected from groundwater monitoring wells, which nominally exceeded their previous
intrawell maximum values. During the monitoring period, two volatile organic compounds
(VOCs)were measured above their practical quantitation limit(PQL) and one trace-level VOC
was measured in the sample collected from well W-10. One concentration limit(CL) was
exceeded for trichlorofluoromethane in the sample collected from well MW-10 during the
current monitoring period. The sporadic detection of low-level VOCs in groundwater(and
lysimeter samples) at the Forward Unit are most likely due to landfill gas from unlined unit
WMU-B and have been previously documented in a letter report dated February 14, 2001
(RWQCB Case No. 2209).
The fourth quarter 2009 leachate monitoring results are generally similar to those observed
historically. During the monitoring period, 11 dissolved metal constituents were measured with
six above their PQL; nine VOCs were measured with five above their PQL; and four semi-
