With the exception of minor ponding that was <br /> subsequently addressed, no unusual conditions were identified during the fourth quarter <br /> 2009 monitoring period, (see signed "Certification Statement"located inside cover page, <br /> after the Table of Contents in this report). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department (CEHD)performed monthly inspections at the facility on October 15, <br /> November 18, and December 18, 2009. No violations were noted during the fourth <br /> quarter 2009 monitoring period. Completed inspection forms are presented in Appendix <br /> A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 252,205 tons of solid waste during the fourth quarter 2009 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period and for <br /> the 2009 monitoring year. The following types of waste were received: <br /> Non-hazardous solid waste—247,636 tons <br /> Asbestos— 1,661 tons <br /> Sewage and wastewater treatment sludge—2,908 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the fourth quarter 2009 inspection by the CEHD,no perimeter soil-pore gas <br /> probes exceeded the regulatory limit of 5 percent methane. In accordance with California <br /> Code of Regulations Title 27, Section 20937, Forward continues to install additional <br /> landfill gas extraction wells (as needed), and makes regular adjustments to the landfill gas <br /> extraction system to optimize efficiency of the landfill gas extraction system. In <br /> accordance with CCR Title 27, Section 20937(a)(1),methane monitors are installed in all <br /> buildings at the site to protect public health and safety and the environment. During the <br /> fourth quarter 2009,no methane was detected in any of the facilities buildings. A copy of <br /> the landfill gas monitoring probe data is provided in Appendix A. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> 2.1.1 Sampling and Laboratory Analyses <br /> During the fourth quarter 2009, depth-to-water measurements were recorded in the <br /> groundwater monitoring wells on November 16, 2009, and all of the groundwater <br /> monitoring wells were sampled by ATC Associates (ATC) between November 16 and <br /> 18, 2009. Surface water stations were inspected on November 17, 2009 and were <br /> reported dry.
