0 Non-hazardous solid waste— 1,134,729 tons <br /> Asbestos—7,387 tons <br /> Sewage and wastewater treatment sludge— 19,591 tons <br /> 4.2 LANDFILL GAS MONITORING <br /> The CEHD regularly inspects the Forward Landfill for methane concentrations in <br /> perimeter soil-pore gas probes. With the exception of the first quarter 2009, methane <br /> concentrations in all perimeter soil-pore gas probes have remained below 5 percent <br /> during the 2009 monitoring year, suggesting that the landfill gas extraction system is <br /> effectively reducing methane concentrations along the perimeter of the site. Furthermore, <br /> in accordance with CCR 27, Section 20937(a) (1), methane monitors are installed in all <br /> buildings at the site to protect public health and safety and the environment. During the <br /> 2009 monitoring year,no methane was detected in any of the facilities buildings. <br /> 4.3 COMPLIANCE RECORD <br /> During the 2009 monitoring year, CLs were consistently exceeded in Forward Unit wells <br /> MW-IA, MW-2A, MW-3, MW-10, MW-13, MW-14, MW-15, MW16, MW-17, and <br /> MW-18. The inorganic CL exceedances measured during the first and second quarter <br /> 2009 monitoring periods were verified in retest samples collected from the monitoring <br /> wells at the Forward Unit, followed by No Release Demonstration(NRD). In each case <br /> 0 the NRD has concluded that the CL exceedances are likely the result of naturally <br /> occurring conditions and therefore not indicative of a release from the Forward Landfill. <br /> Given the fact that the original CL have never been updated and were calculated using <br /> data collected prior to 1994, CLs were recalculated using data collected between <br /> February 2003 and August 2008. CLs were recalculated by Herst &Associates using <br /> upper tolerance limits beginning in the third quarter 2009 and with the exception of <br /> DCDFM and TCFM concentrations measured in well MW-10 during the fourth quarter <br /> 2009 monitoring period, no CL exceedances have been measured during the third and <br /> fourth quarter 2009 monitoring periods. <br /> In response to continued detection of VOCs in groundwater downgradient of the Austin <br /> Road Unit,the RWQCB issued a CAO on December 8, 2009. Forward has recently <br /> installed four additional groundwater monitoring wells downgradient of the Austin Unit <br /> and is currently in the process of evaluating the vertical and lateral extent of groundwater <br /> impacts downgradient of the facility. <br /> 4.4 FORWARD UNIT <br /> 4.4.1 Groundwater <br /> Measured groundwater elevations during 2009 were generally static reflecting seasonal <br /> precipitation patterns. Hydrographs depicting groundwater elevations over the past 12 <br /> years are presented in Appendix D.
