Pursuant to the Public Resources Code (PRC), Section 43220, staff of the California Department of Resources Recycling <br /> and Recovery(CalRecycle)conducted an 18-month inspection at the Forward Landfill with the LEA. <br /> -The inspection was conducted early in the morning, before the start of the daily operation. CalRecycle staff and the <br /> LEA observed the preparation for the daily operation. We also inspected the area where the tippers had been placed for <br /> the day and the application of the daily cover during the previous day's operation. We observed the employees removing <br /> the tarp covers, wetting the access roads and the work deck, and litter fences had been placed to capture windblown <br /> litter. The dust control measure(water spraying)was good and continued thoughout the period of the inspection. The <br /> litter control measures also appeared good, as all areas of the site were free of windblown litter. Bags of collected litter <br /> were also observed at various on-site locations, indicating the cleanup program. <br /> -All fill decks and slopes were in good condition. Goats were being used at the Forward portion of the landfill to control <br /> vegetative growth. The site operations manager stated that labor will be used to mow the vegetative growth on the <br /> Austin.Road portion and other places of the site. The required landfill and disposal site and municipal solid waste landfill <br /> unit records were in place as approved by the LEA and available for review. The tonnage and traffic records indicated <br /> that the receipt of the levels were within the permitted limits. Load checks are conducted and recorded. The records <br /> also showed that employee trainings are conducted and recorded (agendas of covered subjects and signatures of <br /> attendees). <br />
