1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the first quarter 2010 monitoring period, (see signed "Certification Statement"located <br /> inside cover page, after the Table of Contents in this report). <br /> In addition to Forward's inspections,the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on January 29, <br /> February 26, and March 17, 2010. During the February 26 and March 17, 2010 <br /> inspections the CEHD issued a Notice of Violation (NOV) for explosive gas control as a <br /> result of methane concentrations exceeding 5% at the boundary at perimeter gas probe <br /> GP-11 for the shallow and/or intermediate depth probes. Forward continues to make <br /> adjustments to the landfill gas extraction system to correct the problem. No other NOVs <br /> were noted during the first quarter 2010 monitoring period. Completed inspection forms <br /> are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 229,741 tons of solid waste during the first quarter 2010(Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste—225,146 tons <br /> Asbestos— 796 tons <br /> Sewage and wastewater sludge—3,799 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> As previously discussed in Section 1.3,perimeter soil-pore gas probe GP-11 exceeded the <br /> regulatory limit of 5 percent during the first quarter 2010. Forward continues to adjust <br /> the landfill gas extraction system to correct the problem. In response to elevated methane <br /> concentrations measured in these probes, and in accordance with California Code of <br /> Regulations Title 27, Section 20937, Forward continues to install additional landfill gas <br /> extraction wells (as needed), and makes regular adjustments to the landfill gas extraction <br /> system to optimize efficiency of the landfill gas extraction system. Furthermore, in <br /> accordance with CCR Title 27, Section 20937(a)(1), methane monitors are installed in all <br /> buildings at the site to protect public health and safety and the environment. During the <br /> first quarter 2010,no methane was detected in any of the facilities buildings.
