1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the fourth quarter 2010 monitoring period, (see signed "Certification Statement"located <br /> in Appendix A). <br /> In addition to Forward's inspections, the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on October 29, <br /> November 19, and December 17, 2010. During the October and November inspections, <br /> the CEHD issued a Notice of Violation (NOV) for gas monitoring and control as a result <br /> of methane concentrations exceeding 5 percent at perimeter gas probe GP-11. In <br /> December, BAS Construction completed the tasks outlined in the landfill gas (LFG) <br /> remediation plan which has been submitted to the CEHD and Cal Recycle to reduce <br /> landfill gas near GP-11. During the December LEA inspection methane concentrations <br /> were less than 5 percent at gas probe GP-11 and no NOVs were issued. Completed <br /> inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 232,289 tons of solid waste during the fourth quarter 2010 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period and for <br /> the 2010 monitoring year. The following types of waste were received: <br /> Non-hazardous solid waste—222,363 tons <br /> Asbestos—6,733 tons <br /> Sewage and wastewater sludge—3,193 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> As discussed in Section 1.3, the work tasks outlined in the LFG remediation plan were <br /> completed by BAS Construction in December 2010, and as a result, methane <br /> concentrations were below 5 percent in perimeter soil-pore gas probes during the <br /> December 2010 LEA inspection. In accordance with CCR Title 27, Section 20937(a)(1), <br /> methane monitors are installed in all buildings at the site to protect public health and <br /> safety and the environment. During the fourth quarter 2010, no methane was detected in <br /> any of the facilities buildings.
