Charter Way <br /> Stockton,CA 95206 <br /> Subject: ADDENDUM TO THE PREVIOUSLY APPROVED TITLE 27 PERIMETER PROBE <br /> MONITORING NETWORK WORK PLAN FOR THE SOUTHWEST EXPANSION AREA, <br /> FORWARD LANDFILL MANTECA,CA(SWIS Facility No. 39-AA-0015) <br /> Dear Mr.Basso, <br /> The Environmental Health Department (EHD) has reviewed your plan and comments provided by SCS <br /> Engineers in a letter dated May 17, 2010. The EHD has received comments and information during two <br /> follow-up meeting, one on aJuly 6, 2010, and the other on July 28, 2010. The EHD is able to conditionally <br /> approve the above referenced plan with the following: <br /> Conditions for approval <br /> 1. The installation of the gas probes will require a pen-nit and site safety plan be submitted to the <br /> San Joaquin County Community Development Department(SJCCDD)prior to installation. <br /> 2. The new gas probes will not be considered compliance points until Forward Inc. makes <br /> application to SJCCDD to meet the requirements of the California Environmental Quality Act <br /> and the Solid Waste Facility Permit is revised to include the new area as part of the facility <br /> boundary(buffer area only,no disposal). <br /> 3. The facility management is planning an expansion of the landfill.The planned expansion is in the <br /> same area now being proposed as the buffer area. The environmental study to allow the <br /> expansion must address to site geophysical conditions as it pertains to gas migration. The study <br /> shall assess weather a 100 foot minimum setback,from waste to the perimeter monitoring probes, <br /> is adequate.
