CORNERSTONE Environmental Group, LLC 7600 Dublin Boulevard, Suite 200-Dublin,CA 94568-(877)633-5520-Fax: (925)560-9879 December 8, 2010 Mr. Robert McClellon Program Coordinator San Joaquin County Environmental Health Department 600 East Main Street Stockton, CA 95202 (559)230-6000 Re: Addendum to the Previously Approved Title 27 Perimeter Probe Monitoring Network Work Plan for the Southwest Expansion Area, Forward Landfill Manteca, CA(SWIS Facility No. 39-AA-0015) Dear Mr. McClellon: Cornerstone Environmental Group, LLC (Cornerstone), on behalf of Forward Landfill, Inc., owner and operator of the Forward Landfill (Landfill), is submitting this assessment of the proposed landfill gas (LFG) monitoring probe setback as part of the environmental study for the proposed Landfill expansion being prepared by others in support of the California Environmental Quality Act (CEQA) process for the expansion permit. This assessment is in response to the September 10, 2010 County of San Joaquin Environmental Health Department(EHD) "Conditions for Approval" item No. 3,provided below. September 10, 2010 Environmental Health Department (EffD) "Conditions for Approval" item No. 3 — The facility management is planning an expansion of the landfill. The planned expansion is in the same area now being proposed as the buffer area. The environmental study to allow the expansion must address to site geophysical conditions as it pertains to gas migration. The study shall assess whether a 100 foot minimum setback,from waste to the perimeter monitoring probes, is adequate. The report must be completed by a Registered Geologist or Engineering Geologist familiar with landfill gas. Assessment by Cornerstone Introduction Forward Landfill, Inc. has proposed to expand the Landfill south and west of the existing landfill footprint. The expansion project will be located adjacent to the current filling area.
