Regulations <br /> x PRC 44014(b)-Operator Complies with Terms&Conditions of Permit <br /> Comments: Comments:According to the information the operator submitted to the EHD on June 24, 2010, SG- <br /> 11 is located <br /> approximately 25 feet from the extent of the waste in Forward Landfill Unit FU-04. <br /> 1. Item 15 of the Solid Waste Facility Permit listed Environmental Impact Report(EIR)as one of the documents <br /> that describes and/or restricts the operation of this facility. <br /> 2.According to the EIR#ER-00-2, dated November 2002,there is to be a 100 feet setback between the waste <br /> and the south property boundary where SG 11 and SG 12 are located. <br /> 3. The placement of waste is not consistent with the EIR and RFI. <br /> 4. Ensure that the construction and operation of the landfill are consistent with the JTD and the EIR. <br /> 5. The operator shall have the distance between the property boundry and the edge of the waste profesionally <br /> surveyed and submit the result to EHD. <br /> 6. This violation is first documented in July inspection report. <br /> x 20680-Daily Cover <br /> Comments:Waste exposed near the current active face and near the TASW stockpiling area. <br /> 1. Ensure that all waste is covered with 6 inches of compacted earthen material or appropriate ADC at the end <br /> of each operating day. <br /> x 20690-Alternative Daily Cover <br /> Comments: The tarps in use had several large tears that allowed waste to expose. <br /> 1.This issue was documented as an area of concern in the June and as violation in July inspection reports. <br /> 2. Replace or repair tarps. <br /> 3. Ensure that all waste is completely covered at the end of each operating day. <br /> 4. The operator was given an opportunity to submit the ADC management plan/procedure that would also <br /> address the torn tarps. As of September 1,2010,the operator failed to submit it. <br /> x 20750-Site Maintenance <br /> Comments: Lots of uneven surfaces, depressions and deep tire tracks were observed near the ACW and TASW <br /> areas. <br /> 1. Repair all uneven surfaces, depression and deep tire tracks. <br /> 2. Maintain all areas in good repair state and slope to promote run-off. <br /> x 20921 -Gas Monitoring and Control <br /> Comments: The EHD staff used the Lantec Gem 2000 to measure the concentration of explosive gas at the <br /> property boundaries. The concentrations of methane gas by volume in SG 10 were 2.3% in Shallow, 1.1% in <br /> Intermediate, 0% in Deep; in SG-11 were 24.8% in Shallow, 38.5% in Intermediate and 7.5% in Deep. The <br /> concentration of methane gas in SG-9 and SG-12 were 0% by volume. <br /> 1. Ensure that the concentration of the explosive gas is less than 5% by volume. <br /> 2. Within 60 days of dectection (June 3,2010), implement a remediation plan that has been approved by the <br /> EHD and the CalRecycle(formerly CIWMB). <br /> 3.The concentration of explosive gas at the property boundary has exeeded 5% by volume every month since <br /> May, 2010. <br /> Inspection Report Comments:, <br /> Notes: <br /> 1. The dead chicken, mentioned in the inspection report dated 7/23/10,was still exposed in ACW area at time of <br /> inspection. The operator was able to place soil to completely cover the exposed dead chicken prior to the conclusion of <br /> this inspection. <br /> 2. According to the operator's training record, the training on load checking was done on 7/23/10 after the LEA informed <br /> the landfill manager that the employees did not remove a television and waste tire from the waste. See July inspection <br /> report. <br /> 3. At time of inspection,there are 2 active faces, class III and class II. The operator uses soil and tarps to cover class III <br /> waste and TASW to cover class II waste. According to the operator's record,the amount of TASW used as daily cover is <br /> almost the same amount as the class II waste. For the week of 8/9/10-8/14/10, the facility received 1569 tons of class II <br /> waste and 1371 tons of TASW. The operator is to ensure the amount of ADC usage is consistent with the JTD and <br /> 27CCR20690. <br /> 4. SCS Field Services is repairing condensation sump 21. <br />
