Forward, Inc./Allied Waste North America <br /> Facility Location Owner Name <br /> 9999 S.Austin Road, Manteca 95336 <br /> Bnspector Also Present(Name) <br /> Robert McClellon <br /> THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE(PRC)AND T 14 AND TITLEV CALIFORNIA CODE OF REGULATIONS(CCR) <br /> No Violations or,Areas of Concern <br /> VA Regulations <br /> x 20580-Lighting <br /> Comments: The site is using light towers to provide additonal lighting for the site during the early morning hours. <br /> The light towers must be placed either facing West or North.This month as well as last month the towers were <br /> facing South and East, respectively. The direction of the lighting is crucial to reducing confusion to pilots landing <br /> at the Stockton Metropolitan Airport. Corret immediately. <br /> x 20820-Drainage/Erosion Control <br /> Comments: The site is subject to ponding on the top deck of FU 03, 04, 05. The site also has ponding on the <br /> North slope, in closed area stage 1 a, on or near the bench. There was a large amount of ponding on the top <br /> deck of the old Austin road site East of the acitve fill areas. In some areas the water was as deep as 12 inches. <br /> There was additional ponding on the old Forward site along the access road.This was listed as an area of <br /> concern on 2 previous inspection reports. Properly grade these areas to promote lateral run off. This item will be <br /> checked on the next inspection for the site. <br /> There was erosion on the South slope of FU 03. Properly repair the slope when weather and conditions permit. <br /> Ix 20921 -Gas Monitoring and Control <br /> Comments: The perimeter gas probes were monitored during the inspection. The following was the result. <br /> GW11 (s)0.0% CH4(i)3.5%CH4(d)0.0% CH4 <br /> GW12(s)2.7% CH4 (i) 1.3%CH4(d)0.0% CH4 <br /> The gas levels are trending lower. The operator has made some changes to the gas system.The EHD has seen <br /> the 6 inch lateral that has been added. Details regarding the changes are not clear. The EHD is waitng for <br /> additonal information from the operator. <br /> inspection Report Comments: <br /> A Routine inspection was conducted this date and the following was noted: <br /> 1. The transfer trucks are not cleaning out the beds or retarping the trailer so that litter is not blown out of the truack when <br /> they leave the site. Inform the trucking firms using the site and make sure they are aware of the requirement. <br /> l <br />
