Values Engineering conducted a gat test of the leachate collection and removal system <br />(LCRS) on August 5, 2011 at the Forward Unit. The test results indicate that an open-air <br />conduit is present across the LCRS units, and no excessive leachate is backed up in the <br />drainage layer or sump of the LCRS units. A summary of the test results is provided in <br />Appendix A. <br />2.1.7 Surface Water Monitoring <br />Site run-on and run-off control facilities are designed to effectively channel surface water <br />to site stormwater/sedimentation ponds. According to the Operations Manager, there <br />were no discharges to surface water during the reporting quarter. During the third quarter <br />2011 monitoring period, surface -water monitoring stations FSW-1 and FSW-2 were <br />sampled on August 16, 2011. Table 2-7 summarizes the current analytical results of <br />surface water samples collected at the Forward Unit. As shown on Table 2-7, one trace <br />level VOC (acetone) was detected in the surface water sample collected from the <br />upgradient surface water station FSW-2 during the monitoring period. A comparison of <br />upgradient (FSW-2) to downgradient (FSW-1) surface water samples indicates generally <br />similar inorganic constituent concentrations. Given the fact that acetone is a common <br />laboratory contaminant and the inorganic constituent concentrations are generally similar, <br />suggests that landfill operations are not impacting surface water quality. <br />2.2 SUMMARY <br />Groundwater quality conditions beneath the Forward Unit during the third quarter 2011 <br />monitoring period are generally similar to those observed in previous monitoring periods. <br />During the third quarter 2011 monitoring period, the organic results for the Forward Unit <br />indicate that DIPE was measured above the PQL in the sample collected from well <br />MW -2A, and PCE and TCE were measured above the PQL in the sample collected from <br />well MW -14. In addition, concentrations of 1,1 -DCA, cis-1,2-DCE, DCDFM, and <br />TCFM were measured at trace concentrations in the sample collected from well MW -14. <br />CLs were exceeded for DIPS at well MW -2A; PCE and TCE at well MW -14; barium and <br />sulfate at well MW -15; potassium and sodium at well MW -18; chloride at well MW- <br />21;and for potassium and sulfate at well MW -22. Excluding non -impact constituents, <br />confirmation sampling will be performed in November 2011 during the fourth quarter <br />2011 monitoring event, and in December 2011.
