FORWARD LANDFILL 9999 S.Austin Road <br /> Manteca,CA 95336 <br /> is (209)982-4298,Fax(209)982-1009 <br /> January 26, 2012 <br /> JN: 2011-0050 <br /> Mr. Ross Atkinson <br /> Central Valley Regional Water Quality Control Board RECEIVED <br /> 11020 Sun Center Drive, Suite 200 <br /> Rancho Cordova, CA 95670-6114 JAN 3 1 M2 <br /> SUBJECT: FOURTH QUARTER 2011 AND ANNUAL OWRONMENTAL HEALTH <br /> WATER QUALITY MONITORING REPORT PERMIT/SERVX;ES <br /> FORWARD LANDFILL <br /> SAN JOAQUIN COUNTY, CALIFORNIA <br /> On behalf of Forward Incorporated(Forward), Geo-Logic Associates(GLA) is pleased to submit the <br /> subject water quality monitoring report for the Forward Landfill in compliance with reporting <br /> requirements of the Regional Water Quality Control Board - Central Valley Region (RWQCB) <br /> Waste Discharge Requirements(WDRs)Order Number R5-2003-0049,which combined operations <br /> at the former Austin Road and Forward Landfills under a single permit. The combined landfills are <br /> referred to as the Forward Landfill hereafter. The Forward Landfill is regulated by two monitoring <br /> programs including the RWQCB WDR Order No. R5-2003-0049; and the Department of Toxic <br /> Substances Control (DTSC) Post Closure Permit No. CAD 990794133. A separate annual report is <br /> submitted to the DTSC in March each year addressing the Post Closure Permit Requirements and <br /> focuses on Waste Management Unit(WMU)A. However, all analytical data are provided in each <br /> report and the requirements of each program are being satisfied. This report presents quarterly <br /> sampling results for the reporting period dating from October I to December 31, 2011 (fourth quarter <br /> 2011), and also summarizes the monitoring results obtained for the 2011 monitoring year. During <br /> the fourth quarter 2011 monitoring period,no notices of violation were issued by the San Joaquin <br /> County Environmental Health Department(LEA). <br /> For the Forward Unit, environmental monitoring for the fourth quarter 2011 yielded results similar to <br /> previous quarters. Diisopropyl ether(DIPE)was measured above its practical quantitation limit <br /> (PQL) in the sample collected from well MW-16. In addition,the following volatile organic <br /> compounds(VOCs)were measured at estimated trace concentrations, DIPE in the sample collected <br /> from well MW-2A; acetone and dichlorodifluoromethane(DCDFM) in the sample collected from <br /> well MW-10; and I-I-dichloroethane (1,1-DCA),cis-1,2-dichloroethene (cis-1,2-DCE), DCDFM, <br /> tetrachloroethane (PCE),trichloroethene (TCE), and trichlorofluoromethane (TCFM) in the samples <br /> collected from well MW-14. Concentration limits(CLs)were exceeded for one or more constituents <br /> in wells MW-10, W-15, MW-16, and MW-22. Excluding non-impact constituents and VOCs, <br /> confirmation sampling will be performed in February 2012 during the first quarter 2012 monitoring <br /> event,and in March 2012. The results of the confirmation sampling will be provided under separate <br /> cover. <br /> The fourth quarter 2011 and annual leachate monitoring results are generally similar to those <br /> observed historically at the Forward Unit. Eight dissolved metal constituents were detected and two <br /> VOCs were detected(with one above its PQL). No semi-volatile organic compounds(SVOCs), <br />
