1.3 STANDARD OBSERVATIONS
Landfill personnel perform weekly inspections of the facility. As provided in Appendix
A, these observations include identification of evidence of liquids entering or leaving the
landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and
identification of strong landfill gas odors. No unusual conditions were identified during
the second quarter 2011 monitoring period, (see signed "Certification Statement" located
in Appendix A).
In addition to Forward's inspections, the San Joaquin County Environmental Health
Department(CEHD)performed monthly inspections at the facility on April 15, May 19,
and June 17, 2011. During the April 2011 inspections, the CEHD issued a Notice of
Violation(NOV) for waste tires in the active fill area. In response to the NOV, Forward
personnel addressed acceptable wastes with the load checkers. No other NOVs were
issued during the monitoring period. Completed inspection forms are presented in
Appendix A.
1.4 SOLID WASTE MONITORING
According to the Forward Landfill Operations Manager, Forward Landfill received a total
of 233,084 tons of solid waste during the second quarter 2011 (Appendix A). Figure 1-2
shows the approximate location of waste placement during the monitoring period. The
following types of waste were received:
Non-hazardous solid waste—228,337 tons
Asbestos— 1,374 tons
Sewage and wastewater sludge—3,373) tons
1.5 LANDFILL GAS MONITORING
During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5
percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1),
methane monitors are installed in all buildings at the site to protect public health and
safety and the environment. During the second quarter 2011, no methane was detected in
any of the facilities buildings.
2.0 FORWARD UNIT
2.1 WATER QUALITY MONITORING
2.1.1 Sampling and Laboratory Analyses
During the second quarter 2011, depth-to-water measurements were recorded in the
groundwater monitoring wells and all of the groundwater monitoring wells were sampled
by Del-Tech Environmental Support Services (Del-Tech)on May 10 and 11, 2011, and
surface water stations FSW-I and FSW-2 were sampled on May 10, 2011.
