Main St. <br /> Stockton, CA 95202 <br /> SUBJECT: SOLID WASTE FACILITY PERMIT REVISION <br /> FORWARD LANDFILL SWFP 39-AA-0015 <br /> SAN JOAQUIN COUNTY,CALIFORNIA <br /> The Forward Landfill, located in San Joaquin County, California, is an existing waste <br /> disposal and resource recovery facility. The landfill and transfer station/resource <br /> recovery facility were originally permitted in 1973 and are operated by Forward, Inc. <br /> (Forward)the site owner. The facility is not open to the public. <br /> Forward acquired the Brochinni parcel, located to the south and west of the currently <br /> permitted landfill, in 2005. Landfill gas probes will be placed around the perimeter of <br /> this parcel. To allow the new perimeter landfill gas probes to be considered compliance <br /> probes under Solid Waste Facility Permit(SWFP) 39-AA-0015, the facility boundary for <br /> the site is required to be modified to incorporate the Brochhini parcel. <br /> Because revisions to the SWFP require a CEQA review, a CEQA analysis of the <br /> relocated facility boundary was performed by San Joaquin County and a Negative <br /> Declaration was recommended. On 16 January 2011, Conditional Use Permit PA- <br /> 1000245 (see Appendix A) was approved by the San Joaquin County Planning <br /> Commission. The approved use allows amending the existing solid waste facility permit <br /> boundaries as shown on the site plan in Figure 1. It also states that no landfill activities, <br /> waste placement, disposal, composting, storage of equipment, or soil borrowing will <br /> occur on the 184 acres and that no increase in current permitted daily tonnage or land <br /> refuse foot print shall be permitted. <br /> The Solid Waste Facility Permit (SWFP) for the Forward Landfill was last revised in <br /> February 2007 and the revisions are contained in SWFP 39-AA-0015 and reflected in the <br /> Forward Landfill Joint Technical Document (Joint Technical Document, Forward <br /> Landfill, BAS and GLA, Amendment No. 1, February 2007).
