f r <br /> This includes a 24-hour hazardous waste materials management training program that complies with 29 <br /> CFR, Section 1910. <br /> Pro*ect site located in a flood zone: The project site is located within FIRM (FEMA Federal Insurance <br /> Rate Map) panels 060299 0465C(April 2, 2002),060299 06056(December 16, 2005),and 060299 0610 <br /> A(May 15, 1980). With the exception of areas near the creek channels, which are in Flood Zone A, the <br /> Forward Landfill site is within flood zone designations B and C. No development or activities will occur in <br /> the 184 acres if approved. Any future development will have to comply with Development Title Section 9- <br /> 1605 regarding flood hazards. <br /> Potential impact to endangered species: Based on a review of the Natural Diversity Database and <br /> recorded site visits 55 special-status animal and plant species (four federally and/or State-listed animal <br /> species) could potentially occur on the site. The San Joaquin Council of Governments has been notified <br /> and will determine if the applicant may participate in the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP). If the applicant chooses to participate in the SJMSCP, <br /> the proposed project is consistent with the SJMSCP as amended, as reflected in the conditions of project <br /> approval for this proposal. Pursuant to the Final EIR/EIS for the San Joaquin County Multi-Species <br /> Habitat Conservation and Open Space Plan (SJMSCP), dated November 15, 2000, and certified by the <br /> San Joaquin Council of Governments on December 7, 2000, implementation of the SJMSCP is expected <br /> to reduce impacts to biological resources resulting from the proposed project to a level of less-than- <br /> significant. If the applicant chooses not to participate,then the applicant will be required to participate in a <br /> similar mechanism that provides the same level of mitigation. <br /> Notification of proposed expansion plans not mentioned: Notification for the proposed expansion project <br /> and solid waste facilities boundary amendment was sent to all agencies of concern and all property owners <br /> within 1400 feet as required by Development Title Section 9-215.8(Staff.Review with Notice Procedure). <br /> Depth to -groundwater and potential groundwater contamination: The proposed request is to amend the <br /> current facilities waste boundary only and update the landfill gas probe monitoring system no additional <br /> landfill activities will occur in the 184 acnes. The existing Forward Landfill is currently permitted under Use <br /> Permit application UP-00-0007 and methods and procedures are included in the Conditions of Approval <br /> and Mitigation Monitoring Plan for review of the depth to groundwater for current activities and to reduce <br /> the potential for groundwater contamination. As required by the Conditions of Approval for UP-00-0007 <br /> Forward Landfill shall continue to test all known water supply wells within the area of the mapped and <br /> projected groundwater plume. Groundwater monitoring test shall be performed quarterly at all down <br /> gradient private wells at risk. Where detectable Volatile Organic Compounds (VOCs) have historically <br /> been reported, bottled water shall continue to be supplied by the applicant(as is currently being done for <br /> two affected households) until the well sample analytical results show no detectable (VOCs) for four <br /> consecutive quarterly sampling events. Other offsite private wells such as the CYA wells that have not <br /> been adversely affected by the plume shall continue to be monitored and if (VOC) contamination is <br /> reported then replacement water shall be provided by the applicant, if requested. For wells within the <br /> footprint of the plume, institutional controls such as notification to current and future landowners regarding <br /> risks of installing production wells shall be implemented as part of the local well permitting process. <br /> Current amendment would meet requirements for a modified solid waste facilities permit nota report of <br /> facility information amendment: A solid waste facilities permit amendment is required to address any <br /> change in boundary whether or not the waste footprint is expanded. The proposed request is to amend the <br /> current facilities waste boundary only and update the landfill gas probe monitoring system, no additional <br /> landfill activities will occur in the 184 acres.
