! e <br /> Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration;and <br /> 2. Approve Use Permit No.PA-1000245 with the Findings,and Conditions of Approval contained in <br /> the Staff Report. <br /> i <br /> Findings <br /> i <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan; <br /> any applicable Master Plan, Specific Plan,and Special Purpose Plan;and any other applicable <br /> plan adopted by the County. <br /> This finding can be made because the proposed landfill boundary modifications are <br /> consistent with the objective and policies of the General Plan relative to Solid Waste <br /> Disposal (Volume I, IV-111). The project is consistent with the General Plan's Hazardous <br /> Materials and Waste Objectives 1 and 2 (Volume 1, V-12). The project is also consistent <br /> with the Countywide Integrated Waste Management Plan and no Master Plan,Specific Plan <br /> or Special Purpose Plan is applicable to this project. <br /> 2. Adequate utilities, roadway improvements,sanitation,water supply,drainage,and other <br /> necessary facilities have been provided,and the proposed improvements are properly related to <br /> existing and proposed roadways. <br /> This finding can be made because the site has frontage on Austin Road,and the <br /> provisions of drainage,utilities,water,and sanitation are approved under the previous <br /> Conditions of Approval for Use Permit application UP-00-0007 which consolidated the <br /> former Austin Landfill and Forward Landfill into one operation. No additional facilities or <br /> services are proposed with this application. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> This finding can be made because the application is to amend the existing Solid Waste <br /> Facility Permit Boundaries only.No landfill activities,waste placement,disposal,composting, <br /> storage of equipment, or soil borrowing will occur on the 184 acres.
