roads are French Camp Road and Arch Road. The facility operator is proposing to revise <br /> Solid Waste Facility Permit (SWFP) 39-AA-0015. The proposed changes include the <br /> following: <br /> • Relocate the facility boundaries to the south and the west to include the 184 acres <br /> buffer area, currently situated adjacent southwest corner of the existing facility. <br /> • Increase the number of days the facility is open on Sundays. The facility is <br /> currently allowed to operate 10 Sundays per year. The operator has requested <br /> that they are allowed to operate 20 Sundays per year. <br /> The LEA's preliminary determination is that the proposed permit revision would be <br /> approved. <br /> An analysis of the California Environmental Quality Act (CEQA) for this project was <br /> performed, and a Negative Declaration was recommended. On January 16, 2011, <br /> Conditional Use Permit PA-1000245 was approved by the San Joaquin Planning <br /> Commission. The condition of approval states that no landfill activities, waste placement, <br /> disposal, composting, storage of equipment, or soil borrowing will occur on the 184 acres <br /> and that no increase in current permitted daily tonnage or refuse foot print shall be <br /> permitted. <br /> An Environmental Impact Report(EIR) (SCH #2001052081) was reviewed and certified <br /> by the Board of Supervisors of San Joaquin County in April 2003. The EIR allows the <br /> site to operate on Sundays. The operator agreed to limit operation on Sundays to satisfy <br /> a request from one of the members of the CIWMB (now Calrecycle). <br /> The Purpose of the Meeting <br /> This Public Hearing is for any interested parties to learn more about the proposed permit <br /> revision and to provide comments to the LEA regarding the proposed action. The <br /> decision to approve or deny the SWFP revision will be made by the LEA within 120 days <br /> of the date the application was deemed complete as required by state statute, and will be <br /> submitted to the State of California Department of Resources Recycling and Recovery <br /> (CalRecycle) for concurrence at a public meeting.
