Construction Air Permit <br /> 4.0 EXPECTED EMISSIONS <br /> 4. 1 CHEMICAL NATURE OF AIR POLLUTION EMISSIONS <br /> LFG is the product of the natural decomposition of organic materials(e.g. food,yard waste, etc.) <br /> deposited in a landfill environment. At municipal landfill sites, LFG as generated typically <br /> contains about 40 to 50 percent methane and 30 to 45 percent carbon dioxide by volume. LFG is <br /> also comprised of residual amounts of nitrogen, oxygen(02) and a number of trace constituents, <br /> including NMOCs, VOCs, and some HAPs. When there is no LFG analytical data available for <br /> a particular chemical,the Waste Industry Air Coalition(WIAC) and Environmental Protection <br /> Agency's (EPA's) "Compilation of Air Pollution Emission Factors" (AP-42) were used as <br /> appropriate for emission estimates and included in Appendix E. <br /> 4.2 EMISSIONS <br /> Table 1 provides estimates of the pollutant emissions that may be expected from the proposed IC <br /> engines. The concentrations of VOC,NMOCs and HAPs were taken from the "Waste Industry <br /> Air Coalition Comparison of Recent Landfill Gas Analyses with Historic AP-42 Values", and <br /> AP-42 Tables 2.4-1 and 2.4-2 since site-specific data were not available. Criteria pollutants <br /> generated during combustion in the engines, such as NOX, CO, PM-10, SOx and VOCs were <br /> determined using the following performance specifications: <br /> ® 0.15 grams per brake horsepower(g/bhp-hr)NOx <br /> • 1.8 g/bhp-hr CO <br /> • 0.07 g/bhp-hr PM-10 <br /> • 150 parts per million by volume (ppmv) SOx <br /> • 20 ppmv VOCs as hexane at 3% oxygen or 98% destruction efficiency by weight <br /> It is understood that similar to the draft ATCs that were issued by SJVAPCD in March 2011 for <br /> the Ameresco Foothill, LLC LFGTE facility, there will be an ammonia limit associated with <br /> ammonia slip on the engine treatment system. Ameresco assumes that the same limit of 15 <br /> ppmv @15% oxygen for ammonia will apply for this application. <br /> Table 2 provides estimates of the pollutant emissions that may be expected from the proposed <br /> flare.
