Construction Air Permit EMM <br /> As shown in Table 4-1, CO and VOC exceeds the offset threshold levels; however <br /> Ameresco is proposing a cap so a new facility offset threshold exceedance <br /> public notice would not be required. <br /> 5.4.5 Any permitting action resulting in a Stationary Source Project Increase in <br /> Permitted Emissions (SSIPE) exceeding 20,000 pounds per year for any one <br /> pollutant. <br /> As shown in Table 4-1, the SSIPE(SSPE2-SSPE1) for CO is above 20,000 lb/yr. <br /> Therefore, an SSIPE public notice is required. <br /> 5. Public Notification <br /> As shown above, the proposed new equipment will exceed the SSPE2 public notice and <br /> SSIPE public notice thresholds of SJVAPCD Rule 2201. Therefore, a 30-day public <br /> notice period will be required prior to issuing the ATCs for this project. <br /> 6. Daily Emissions Limits (DELs) [District Rule 2201] <br /> DELs are required for each permit unit per Section 3.15 of this rule. DELs will be listed <br /> on the ATC and Permit to Operate (PTO) for each permit unit using a combination of hp <br /> ratings and emission factors, or emissions concentrations and fuel flow rates. The <br /> following DELs will be used to limit emissions for each of the LFG-fired engines: <br /> LFG-Fired Engines Waste Gas Flare <br /> PM 10 0.07 /bhp-hr 11.16 lb/day 0.2 lb/MMBtu 27.071b/da <br /> NOx 0.15 /bhp-hr 23.91 lb/day 0.041 lb/MMBtu 5.55 lb/da <br /> CO 1.80 /bhp-hr 286.86 lb/day 0.20 lb/MMBtu 27.07 lb/da <br /> Sox 150 ppmv 33.85 lb/day 150 ppmv 6.76 lb/da <br /> 20 ppmv outlet <br /> as hexane at 3% 20 ppmv outlet as <br /> oxygen or 98% 21hexane at 3%oxygen <br /> VOC destruction .881b/day or 98% destruction 14.61 lb/day <br /> efficiency by efficiency by weight <br /> weight <br /> Rule 4101 —Visible Emissions <br /> As long as the engines are properly maintained and operated,visible emissions are not expected <br /> to exceed 20% opacity for a period or periods aggregating more than 3 minutes in any one hour. <br /> Compliance with the provisions of this rule is expected. <br /> Rule 4102 -Nuisance <br /> As long as the engines are properly maintained and operated,they are not expected to create a <br /> public nuisance, and compliance with the provisions of this rule is expected. <br /> 13 <br />
