Construction Air Permit
6.0 GHG EMISSIONS
Per 40 CFR 70.2 and 71.2,the facility is not a major source of GHG emissions pursuant to the
threshold of 100,000 tpy total GHG set forth in the definition of"major source" (PSD).
Emissions are estimated for both biogenic and anthropogenic generation in terms of carbon
dioxide equivalent(CO2e). A summary of the estimated emissions are in the table below:
Total Potential Total Potential Total Combined
Unit Biogenic CO2 Anthropogenic CO2 Biogenic and
(US tons) (US tons) Anthropogenic CO2
US tons
Waste Gas Flare 5,735.23 14.47 --
IC Engine 27,301.39 72.49 --
IC Engine 27,301.39 72.49 --
Total 60,338.01 159.45 60,497.45
Based on the total estimated emissions, the facility is not subject to additional federal regulatory
requirements applicable to GHG emissions and covered by Title V Permit Program authority.
Federal GHG Mandatory Reporting Rule requirements published at 40 CFR 98 were enacted
under sections 114(a)(1) and 208 of the Clean Air Act and, as such, are not included in the
definition of"applicable requirements", as found at 40 CFR 70.2 and 71.2, to be included in a
Title V Permit. (See also, 74 FR 209,page 56,288.) A summary of the estimated GHG
emissions can be found in Table 4.
t
18
