5-2 <br /> ♦ Determine the degree of risk to human health and safety for persons to be working in <br /> the vicinity of the emergency prior to sending in people to control the emergency. <br /> ♦ Determine the immediate risk to the environment. If the risk is imminent, it should <br /> be determined whether or not the emergency can be safely isolated to minimize <br /> damage to the environment. <br /> ♦ Determine the appropriate agencies to call given a particular type of emergency. <br /> ♦ When practicable, the SSO may utilize on-site personnel to control the incident. <br /> ♦ The Site Superintendent or his designee will be responsible for site personnel safety. <br /> Site personnel will communicate any damage and/or injury reports to the SSO and <br /> will coordinate all emergency actions directed by the SSO. <br /> ♦ Site personnel will be available for inspection of the landfill after an incident occurs. <br /> All crew members will be supplied with appropriate personal protective clothing, as <br /> required by the SSO, when conducting inspections of the site for possible design <br /> failure. All findings will be reported to the SSO for action. <br /> ♦ The SSO will immediately begin surveillance in those areas of the facility affected by <br /> the incident. In addition, monitoring will be conducted to prevent an incident from <br /> affecting other areas of the facility or adjacent properties. <br /> ♦ Shut down any control system, such as the gas migration control or treatment <br /> system, that has been damaged during an incident. <br /> ♦ The SSO will maintain a small stockpile of final cover material for those events, which <br /> may require immediate cover placement to minimize waste releases, to repair severe <br /> cracks, or to fill in large erosion gullies. <br /> The general types of equipment and materials that should be available for emergencies <br /> include a cellular phone, first aid kit, air supplies, fire extinguisher, final cover material, and <br /> sandbags. All action steps for the following emergency procedures should be done in as <br /> short a time period as possible to prevent adverse health and safety affects to the public. <br /> 5.5 Fire and/or Explosions <br /> The following procedures will be followed during incidents of fire and/or explosions: <br /> ♦ Contact the Manteca Fire Department, even if on-site capabilities are deemed <br /> adequate to extinguish fires or control future explosions. On-site landfill personnel <br /> will be instructed to follow the Fire Department's directions and give their full <br /> cooperation. <br /> ♦ In the event of an off-site fire near the landfill, such as a brush fire, the SSO will lend <br /> its personnel and equipment, if available, to the Fire Department to fight the fire. <br /> ♦ Temporarily shut down the gas control system to avoid further chance of explosion. <br /> ♦ The fire will be extinguished and the effects of the fire or explosion will be mitigated. <br /> 5.6 Flood <br /> If the site's existing stormwater diversion berms are inadequate in diverting flood waters <br /> away from the site, the following procedures will be followed: <br /> ♦ Additional berms may be constructed in areas prone to flooding. <br /> Forward Landfill Stage 113 Partial Final Closure/Post-Closure Maintenance Plan June 2011 <br /> SWT Engineering <br /> z:\projects\allied waste\forward\11-1014 partial fnl cisr pin\partial final closure plan document\text\sec 5.doc <br />
