A design review shall be performed and, if appropriate, all necessary <br /> modifications to drainage facilities will be made. <br /> 5.9 Vandalism <br /> The following procedures will be followed during incidents of vandalism: <br /> ♦ Repair (i.e., replace, repaint) any portion of the property which has been vandalized. <br /> ♦ Immediately repair any vandalism, which affects site security and/or environmental <br /> control/monitoring systems. <br /> ♦ A review of the adequacy of site security after each incident shall be performed. <br /> 5.10 Underground Fires <br /> Underground landfill fires occur due to air intrusion and moisture into the refuse cell. <br /> Indicators of underground fires are as follows: <br /> ♦ Unusual depression-like settlement with tension cracks <br /> ♦ Smoke/steam <br /> ♦ Unusual odor <br /> ♦ Gas monitoring probe readings indicating higher than normal operating temperatures <br /> Should any of the above indicators be noted, the first course of action should be placement <br /> of soil to cover the depression and/or cracks. If this measure does not correct the problem, <br /> additional measures may be taken under the direction of the SSO. <br /> 5.11 Emergency Response Plan Orientation <br /> Contacts should be made with appropriate emergency response agency representatives and <br /> the following information should be conveyed: <br /> ♦ Familiarize them with the layout of the facility, the properties of the waste materials <br /> deposited, and the evacuation routes. <br /> ♦ Establish understandings between the responding Police/Sheriff and Fire <br /> Departments and designate which agency has primary emergency authority during an <br /> incident. <br /> ♦ Establish understandings between emergency response teams, emergency response <br /> contractors, and equipment suppliers for smooth coordination of emergency <br /> response actions. <br /> 5.12 Evacuation Procedures <br /> During and/or after an incident, the SSO in consultation with other emergency personnel, <br /> such as the Fire Department, will assess the potential for injury to any persons located on <br /> adjacent properties. If the assessment concludes that an imminent threat to public health <br /> is possible, an evacuation of the nearby area will be initiated.
