6-1 6.0 CLOSURE/POST-CLOSURE MAINTENANCE COST ESTIMATES 6.1 Introduction In order to establish the basis for the proper level of funding to close and provide post- closure maintenance for Stage 1B of Forward in an environmentally sound manner, a cost estimate was prepared reflecting the proposed closure design and post-closure maintenance procedures was included in the 2005 Stage 1A PFCPCMP. The FL owner/operator, Republic, utilizes a Letter of Credit to guarantee closure of Forward. The Stage 1B Partial Final Closure Area will be funded by Republic. No closure/post-closure maintenance cost estimate was prepared for inclusion in this PFCPCMP. Once the Stage 1B closure area is fully closed and certified, the PCPCMP will be updated to reflect the additional closure area and adjustment of the closure cost estimate, which is based on the maximum extent of areas needing closure, if required. 6.2 Disbursement of Funds In accordance with 27 CCR, Section 21800, the operator is required to provide a detailed schedule for disbursement of funds for closure for advance payment of closure construction activities to be performed in accordance with the Plan or reimbursement of costs to be performed in accordance with the Plan. However, as discussed above, the FL owner/operator, Republic, utilizes a Letter of Credit to guarantee closure of the FL. Therefore, the Stage 1B closure area will be funded by Republic. No closure/post-closure maintenance cost estimate was prepared for inclusion in this PFCPCMP. Once the Stage 1B ® closure area is fully closed and certified, the PCPCMP will be updated to reflect the additional closure area and adjustment of the closure cost estimate, which is based on the maximum extent of areas needing closure, if required. 6.3 Post-Closure Maintenance Cost Estimate The post-closure maintenance cost estimate was prepared utilizing the current closure design information, as well as estimates of manpower, materials, and equipment to maintain Forward in compliance with current applicable regulations. The maintenance and monitoring costs were developed utilizing current regulations and applicable requirements. In the event that changes occur in the regulatory conditions pertaining to Forward, these estimates will be adjusted accordingly, as required, and submitted to CalRecycle, the LEA, and the RWQCB. The total annual maintenance and monitoring cost estimate for post-closure is included in the FL Preliminary Closure and Post-Closure Maintenance Plan (PCPMP) (dated 2008) (Appendix H). These costs were estimated in 2008 dollars. The total 30-year post-closure maintenance cost estimate was calculated by multiplying the annual cost estimate by 30. As discussed earlier, all post-closure maintenance activities for the partial final closure phase will be handled as part of on-going operation of the FL. However, once the entire FL is closed, the 30-year minimum post-closure maintenance period will begin.
