Rubin <br /> Ramirez of Republic Waste was our escort during the inspection. <br /> Staff observed the entire operation for the day. Figure 1 shows an elevated view of the working <br /> area at the site. The roads were very muddy and Robert Ditto explained the need to enhance <br /> stormwater BMPs to reduce tracking. <br /> Located along the western boundary of the site is the Class II Surface Impoundment. At the time <br /> of the inspection leachate was discharging into the impoundment. There was adequate <br /> freeboard (Fig 2). <br /> The Discharger has just completed a partial final closure of the western end of the Austin Road <br /> Unit. This Discharger has taken the steps necessary to stabilize the slope for winter. The straw <br /> waddles and hydroseed was recently installed and more time and rainfall is needed to evaluate <br /> performance. (Fig 3) <br /> The landfill has prepared its winter operation pad. It is well protected from the elements. The <br /> Discharger installed litter fences around the operations area to prevent waste from blowing <br /> offsite. The Discharger is using tarps for daily cover (Fig. 4) <br /> SUMMARY: <br /> The Discharger appears to operating within the conditions of its Waste Discharge <br /> Requirements.
