Mr. Don Litchfield
March 30, 2012
Page 3

Test results (Table 1) indicated that all GP probes tested exhibited methane gas concentrations
below the LEL (5 percent by volume) or no methane gas was detected. These results indicated
that as of the date of this report, the subject site perimeter probes are in compliance with the
requirements of Title 27 CCR Article 6.

On February 23, 2012, SCS performed initial testing of the recently approved monitoring
network probes defined as (GP) Nos. 7R (A, B, C) through 12R (A, B, C) and 28R (A, B, C).
These locations have replaced the old perimeter monitoring network as authorized by the San
Joaquin County Local Enforcement Agency and Cal Recycle. Results of this monitoring
indicated that no methane gas concentrations in excess of 5 percent by volume were detected at
any location tested (Table 1).

Also, during this reporting period, SCS performed monitoring of temporary subsurface evaluation
probe Nos. TGP-01 through TGP-39 (Table 1). Results of this testing indicated that most of these
evaluation probes exhibited methane gas concentrations above the LEL (up to 58.5% by volume).
Note, that the methane gas concentrations at these locations, which are for evaluation purposes and
are not compliance locations, have indicated a fluctuating trend.

SCS is scheduled to perform second quarterly monitoring of 2012 (April through June) of the GP
probes by the end of the month of June 2012, or as directed by RSI.

ON-SITE INTERIOR STRUCTURE TESTING

In accordance with the approved testing schedule, the interiors of on-site structures are to be tested
at a minimum, on a quarterly basis. On March 28, 2012, on-site structures (i.e., landfill office,
portable office, scale house, locker room and supply room) were tested for the presence of methane
gas. In each structure, random selected locations (i.e., electrical outlets and junction boxes,
conduits, drains, floor cracks, etc.) were tested. Test results (Table 1A) indicated no methane gas
was detected at any accessible location tested.

SCS is scheduled to perform second quarterly monitoring of 2012 (April through June) of the
interiors of on-site structures by the end of the month of June 2012.

STANDARD PROVISIONS

This report addresses conditions at the subject site during the test dates only. Accordingly, we
assume no responsibility for any changes that may occur subsequent to our monitoring which
could affect the quantity of LFG at the subject site or adjacent properties.
