1.3 Project Purpose <br />The RWQCB application for permitting a food processing residuals land application facility' <br />requires, in addition to pertinent site and waste information, an anti -degradation analysis. The <br />anti -degradation analysis must be based on site-specific data. <br />The purpose of this Pilot Project Plan is to obtain the site-specific data on the native soil <br />material initially, and again, after the food processing residual material has been applied and <br />removed from the pilot project area. The results of the testing program will assist in evaluating <br />the level of degradation associated with the land application. The comparative data will identify <br />key constituents that have changed, and to what degree, and identify potential risks to the <br />underlying groundwater based on the current established water quality goals. <br />The data will also be used to assist in identifying methods to minimize degradation, <br />establishing best management practices, and other potential control measures to reduce <br />degradation, and costs associated with these control measures.
