STANDARD OBSERVATIONS <br />Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br />A, these observations include identification of evidence of liquids entering or leaving the <br />landfill, indications of ponding on the landfill or erosion of the landfill cover soils, and <br />identification of strong landfill gas odors. No unusual conditions were identified during <br />the third quarter 2012 monitoring period, (see signed "Certification Statement" located in <br />Appendix A). <br />In addition to Forward's inspections, the San Joaquin County Environmental Health <br />Department (CEHD) performed monthly inspections at the facility on July 20, August 24, <br />and September 28, 2012. No Notices of Violation (NOVs) were issued during the <br />monitoring period. CEHD inspection forms are presented in Appendix A. <br />According to the Forward Landfill Operations Manager, Forward Landfill received a total <br />of 217,052 tons of solid waste during the third quarter 2012 (Appendix A). Figure 1-2 <br />shows the approximate location of waste placement during the monitoring period. The <br />following types of waste were received: <br />Non -hazardous solid waste — 212,749 tons <br />Asbestos — 1,200 tons <br />Sewage and wastewater sludge — 3,103 tons <br />During the monitoring period, no perimeter gas probes exceeded the regulatory limit of 5 <br />percent at the Forward Landfill. In accordance with CCR Title 27, Section 20937(a)(1), <br />methane monitors are installed in all buildings at the site to protect public health and <br />safety and the environment. During the third quarter 2012, no methane was detected in <br />any of the facilities buildings. <br />WIJEWTIT-W&TV"., 9 )11102j <br />�tlflwl twWadviork, 11 <br />Sampling and Laboratory Analyses <br />During the third quarter 2012, depth -to -water measurements were recorded in the <br />groundwater monitoring wells on August 13, 2012 and all of the groundwater monitoring <br />wells were sampled by Del -Tech Environmental Support Services (Del -Tech) on August <br />13, and 14, 2012. Surface water stations FSW- I and FSW-2 were reported dry during the <br />monitoring event. The lysimeters were checked for soil -pore liquid on August 25, 2012, <br />and Del -Tech reported that all lysimeters were dry.
