1.3 STANDARD OBSERVATIONS <br /> Landfill personnel perform weekly inspections of the facility. As provided in Appendix <br /> A, these observations include identification of evidence of liquids entering or leaving the <br /> landfill, indications of ponding on the landfill or erosion of the landfill cover soils,and <br /> identification of strong landfill gas odors. No unusual conditions were identified during <br /> the third quarter 2013 monitoring period. <br /> In addition to Forward's inspections,the San Joaquin County Environmental Health <br /> Department(CEHD)performed monthly inspections at the facility on July 25,August 29, <br /> and September 27, 2013. No Notices of Violation(NOVs)were issued during the <br /> monitoring period. Completed inspection forms are presented in Appendix A. <br /> 1.4 SOLID WASTE MONITORING <br /> According to the Forward Landfill Operations Manager, Forward Landfill received a total <br /> of 194,977 tons of solid waste during the third quarter 2013 (Appendix A). Figure 1-2 <br /> shows the approximate location of waste placement during the monitoring period. The <br /> following types of waste were received: <br /> Non-hazardous solid waste— 190,504 tons <br /> Asbestos—965 tons <br /> Sewage and wastewater sludge—3,508 tons <br /> 1.5 LANDFILL GAS MONITORING <br /> During the monitoring period,no perimeter gas probes exceeded the regulatory limit of <br /> five percent at the Forward Landfill. In accordance with CCR Title 27, Section <br /> 20937(a)(1),methane monitors are installed in all buildings at the site to protect public <br /> health and safety and the environment. During the third quarter 2013, no methane was <br /> detected in any of the facilities buildings. <br /> 2.0 FORWARD UNIT <br /> 2.1 WATER QUALITY MONITORING <br /> Sampling and Laboratory Analyses <br /> During the third quarter 2013, Del-Tech Environmental Support Services (Del-Tech) <br /> measured depth-to-water(DTV) on July 31, and September 23, 2013 and collected <br /> groundwater and surface water samples on July 31, and August 1, 2013. In addition, The <br /> lysimeters were checked for soil-pore liquid on July 31, 2013, and Del-Tech reported that <br /> all lysimeters were dry. <br /> Samples were collected by Del-Tech from each sample point containing sufficient liquid <br /> and submitted to BC Laboratories (BC) of Bakersfield, California, a state certified <br /> CA2013-0021\FA_3Q13.doc 3 Geo-Logic Associates <br />
